Hi firstly do you mean 8500 RM gross or net? Makes a difference. In cyberjaya usually a car is a must but again depends on location and your tolerance of third world bus services. And again living expectations? Career advancement - could be good for you long term but pays poorly short-term.

If you are 23 a good salary. If you have ten years experience in an important field then very bad salary.

1) 1BHK Condo RM2000-2500
2) Food(Groceries) RM750-1k
3) Good reseidential places near Cyberjaya for family - depends what you want (you could live in Brickfields or Mont Kiara and commute.)
4) Utility bills(Phone, Internet, Electricity, Water, etc) RM500-600
5) Transporation if required RM1200 (car rental)
