Wanting to move to Scotland with fiance from EU

I am a US citizen. I currently live in the US with my fiance. He is a EU citizen and is legal to work anywhere in the UK. We want to move to Scotland as soon as we can and I don't care if I can't come back to the US. How can I legally move to and be able to work there? Should we get married in the US or Scotland? Can we apply at the British Consulate in NYC? Thank you for any advice.

Even if I have to wait a few years to be able to work, I just want to be able to be with him in Scotland legally.

You might be able to apply as a dependent on a EEA citizen.
