getting drivers license in Malta as citizen of an EU country?

Hello!
We've been living in places where we could rely on public transport and now that we're living in Malta my girlfriend would like to get a drivers license. We are Austrian citizens residing in Malta. We have a resident card and job here on don't plan on leaving soon.
I think I read once that it is not possible to get a drivers license here if you're not Maltese.
Does anyone know if that's true?
I thought it would be possible to take lessons and the test for EU citizens.

If you are a resident then just book lessons with  a driving instructor, He / She will do the rest with regard to  booking test etc.

So it's just not possible for tourists, but if you have a ID card it's OK?!
