Objection not to return

hello i was an expat in saudi for about a year ago., I've work there for 4 years, at first my contract was 2 years but my employer ask me to sign another 2 years contract . because he is not giving a final exit even if you finished your 2yrs contract. He had given me a deal that if i sign another contract he will give a final exit, I signed another contract , went for vacation and then went back to KSA again As i finished my contract., He is then again asking me for another contract but i refused because all i want is to have my final exit.
Now he wrote for me an objection not to return to the country together with my employment certificate.
Is it really an issue that he gave me that objection because he wants that if ever i come back to saudi arabia it should be under his sponsorship again? my iqama has expired and got final exit thank you...
