Yes there is please go to Zark Al Yamama for the cards, they cost 10LYD for 10$ calling card and you can download the softphone on your computer by following the instructions on the back of the card.

Zarq AL Yamama is the center of the Computer Accessories and stores. Gorgi is the area where Zarq Al yamama is it's a building that is like a plaza with computer stores everywhere, it's dedicated for computer shopping and in there you will find that shops on the TOP have cards...shops like the Telephone Booths or even computer shops. Ask anyoe local and he can guide you when you reach there.
