Not that I am aware of, if your lucky you might hear english music on the Shabbaiyaa music station which is on 88.8

Why not stream BBC radio stations from their website ?
Maybe not in the car, but you don't want too many distractions when driving do you ?

Some cars have a way of tuning into international stations, I was in America with my brother and he managed to get BBC Radio one. Never told me how he did it though..

You won't be able to get British FM stations on a radio in Libya, you will be able to get SW stations like BBC World service, but most car radios don't get SW, only AM and FM.
