What are the possibilities or options for a expat working in Saudi Arabia's refinery industry be able to obtain a work permit or pr for Canada?

The possibility is high. As long as you have an education and experience that will give you enough 'points'. You should try. There is no reason not to. Canada needs skilled workers.
