Change of ownership as the original owner not available in the Kingdom

I would like to know, one guy is going to sell his car. I would like to buy it.
He told me that he couldn't change the ownership to me.
Because his friend buy the car by taking loan from the bank.
Now the loan is cleared & closed now.
The problem is his friend have cancelled the visa & leaved the kingdom.
The car is still in his name of the person who leaved the kingdom.
Do we can change the ownership?

hi,

I will suggest you not to go with this deal, since you don't know the history of the person who left it and why it was not transferred to the current person. If the traffic directorate comes to know you may also be in trouble is what i feel.

if anyone else has faced this issue earlier, i am sure they would reply back if there is a solution.
