Moving to Norway.

Hi! I was just wondering about the formalities of moving to Norway.
I know that I can visit for 90 days minus a visa but I was wondering how I apply to take up residency? Can I do this online or do I have to do this somewhere specific in Norway? How do I do it and does it cost anything?
If anyone could help me out, that would be great :)
