I think it depends on the process you are applying for and about your score. If you are applying under Express entry, recently started, you need a minimum of 7 each. But a genuine agent can only clarify the exact band score.

It's not as simple as a number. The important thing is that they have something called CLB (Canadian Language Benchmarks). IELTS score equivalency is then calculated but keep in mind that IELTS score is NOT directly equivalent to CLB.

Also as @Nassergorsi said, It depends on what you are applying for. Federal Skilled Worker Program (FSWP) would need a CLB7 which is equivalent to IELTS: Speaking:6 - Listening:6 - Reading:6 and Writing:6. Now, with these scores, you'll qualify for the queue; with no sufficient points to be chosen in the monthly draw for years.
