buying a 2nd hand car in malta

I am in the market for a 2nd car for the g/f, but I do not know much about cars at all.

My cars have been new and from agents for many years, but for her its not worth buying new - especially as its her first on a new licence.

So back home I'd have a network of people I could ask for help to look at the car and tell me if its ok and such, here as we're new not so much.

Peugeot agents do not seem too keen on helping out doing this, I am wondering if anyone have any advise on who one can approach to give an impartial look over a car? It's high milage and I know for instance I need to determine if its timing chain had a recent replacement or not.
