Yeah I haven't noticed very good customer service in Kyrgyzstan. Usually the people working places don't smile at all. They don't act like they want your business. In restaurants the waitresses usually take a long time to come and then almost never do they have what is on the menu. If you want something you always have to call them. They are not professional.
