The quickest visa application I encountered so far is skilled worker visa which require you to have a degree and a job offer from a company in Norway. The approval process is only 10 working days if you have the above.

However do note that most jobs require norwegian language. the oil prices is causing an issue in Norway that lots of companies are laying off people. The chances of getting a job is quite slim unless you have very specialized skill.
