Where to file a Complaint

Hi guys.
Can you tell me when can i file a complain regarding a refund from a retail shop in Makati (Dela Rosa Street)

I purchased a cover for an iPad which didn't fit as the seller told me in the first place. I came back to replace it with a different product but nothing from the products they offered suited my needs. Still, to be nice, i said ok, i'll take something that I don't necessarily need and refund me with the rest of the money (205 pesos...).

The girls from the shop said they cannot refund me (replace only) and needs the approval from their boss, which they called and started a 20 minutes talk with no ending...

Finally, because i had to get back at work i took back the receipt and I left. Can you tell me please, where to file a case against the shop and recover my money? Thank you!

Go to makati business permit and file a complain there. Or call 870 1000 (makati city trunkline).

Find something else in their shop and consider yourself lucky they even did that. You are in the Philippines.
