Not to spark up a wildfire but how is HCMC on hiring African-Americans?
I've found China to be very selective in the Education, F&B and hospitality industry when it comes to certain shades of individuals.
For example an MA degree and 5 years experience vs blue eyes and no experience.

Blue eyes win.

IMO, as for the Education sector, as long as you are qualified and you stick to the reputed and well-established academic and ELT institutions you won't face any discrimination. 

That said, yes there are many xyz ELT centers all over the city where you may face such discrimination, chiefly because you don't fit into their 'business models'.

If you have proper qualification, training and experience, I suggest you aim at Intl. schools and universities.
