Hi I am unsure as to when or where I would like to retire as of yet. I'm keeping my options open. I am single and my foremost concern is safety.

Soooo agree.

You cannot base your choice of moving to another country based on the opinions of "us."  You need to experience not only a few different countries but various areas of that country.  An area that I like someone else might hate - and vice versa.

Costa Rica is a small country but varies greatly in terrain, temperature, weather at any given time, the people, etc., etc.  You need to spend time here and figure out what is a good fit for you.

Ditto what they said. One should live in the area - the more exact the area, the better - for at least a few months if possible before deciding to move there. There are things you learn only by living here for some time.
