Skill upgrade subsidy for foreigners?

Is there a subsidy/grant available for foreign talents who wants to study part time?

I'm planning to take a certification course and have been Googling but only find such schemes for Singaporeans or PRs.

Yes, no such facilities available for foreigners in any certificate course (part time or weekend classes) which are mainly to upgrade your skills.

Foreigners are eligible for scholarships for university degree or higher studies in Singapore.

Normally, the employer bears the cost or fees if it thinks that the employees need to upgrade certain skills for the betterment of their workforce.
