Hello,
My wife applied for a spouse visa in Belgium and unfortunately, it will take 7-9months to get a decision. Can I apply a Schengen Visa (3months) for her in the meantime for a travel in Europe?

To Belgium, she cannot apply for another visa type while one visa application is in progress. Applying tourist visa to other schengen countries is an option, but not recommended, as all schengen systems talk to each other and it will only complicate your spouse's record if the other one gets rejected or so.
