EP with no Degree.. possible ?

Hi everyone,

I have a job offer for relocate to Singapore.
Salary >10K$ monthly.
No Degree
Industry: IT
Job Position: Senior Engineer
Experience: 10+ Years
Age: 34
European Citizen, already had working visa in other Asian countries.
Company: Global IT company.

It is possible to get the EP ?? how long it usually takes for cases like this ?
Any info regarding this will be extremely appreciated!

It is possible, but not very likely to get an EP without degree:
1. Above a certain, but unpublished salary threshold MoM says that if a company pays that much there must be a good reason for it - and then gives an EP regardless of education. That threshold is certainly above S$15000/month and probably above S$18000/month, so you do not qualify.
2. If there is a strategic interest for Singapore as a whole to get you on board, anything is possible. Are you a world-known athlete or artist, or Nobel-price-worthy scientist?
3. Apart from the above, you can only get an S-Pass (which is almost as good).

I qualify in the SAT.. without degree and it says 'Likely to qualify for both EP and S-Pass'.

For a EP P1, isn't this salary + experience + skill enough ? Why would MoM say in the SAT that i qualify when i really don't ?? Isn't also important that there are not locals being able to do my job ?

I think for 15K/month you qualify for a P-EP which is not mandatory degree, and for above 8K you qualify for a P1 which also is not mandatory a degree, isn't this case where the Skill & Experience is more valued then a degree by MoM ???

Is that to be honest, what you saying right now its quite different as what the SAT and the MoM website says:

1. Employment Pass
Foreign professionals, managers, executives and executives who wish to work in
Singapore may apply for an Employment Pass. There are three categories of
Employment Passes:
Pass Eligibility Criteria

P1 Employment Pass • Fixed monthly salary > $7,000

P2 Employment Pass • Fixed monthly salary > $3,500
• Possesses recognised qualifications

Q1 Employment Pass • Fixed monthly salary > $2,500
• Possesses recognised qualifications

In any case, you suggest that the company applies for S-PASS/EP Pass and suppose that one of them should be ok ?

The EP classes (Q/P1/P2) have been abolished a few years ago. Where did you still find them on the MoM website?
In any case, the last published P1 threshold (above which no degree is needed) was S$12000/month and after they abolished classes and publicised criteria (to be more flexible, I guess) it has certainly climbed further - that's why I said S$15000-18000/month.
In any case, if the SAT says you qualify, then you qualify (at least regarding those criteria the SAT considers).

Yes, that's why all jobs must first be advertised to locals (via the jobs bank) and a foreigner can be hired only if no suitable person applies.
The SAT, of course, cannot evaluate this.

And yes, the company should definitely tick the "consider S-Pass if ineligible for EP" checkbox in the application form!

I see, the document of MoM is quite old... you are right about that... i did not notice.

But the SAT says that i qualify, so i think it is a combination that the SAT may know about what is the role, experience, nationality, salary, local demand, local amount of workers.
In any case, we'll follow your advise and roll the dice and see how it goes.
I wanted to know a couple things that you probably know:

1) since there is no degree to verify, this may be approved faster or slower ?
2) if you apply for EP/SP, it takes longer to get it approved ?

The SAT does not know about and thus cannot evaluate most of these. It only checks the formal criteria and the information you give.

It may still take between a week and a few months. Sorry, but there is no way to predict the time needed.
The only thing your employer could do is attach a letter explaining when you are needed to start and why - then MoM may try to get it done before that, but there is no guarantee.

Hi,

My EP is now applied and in Pending, they issued the FIN in the same day. Is that the normal thing ??

Now my question is..
Pass Type    : EMPLOYMENT PASS
This means they had not click in Issue SPASS if not EP Elegible ??? or thats normal even when they mark the SPASS alternative ??

Hope i get approved!

We have repeatedly told the members, spend some time by going through the threads in various categories depends on questions (e.g. in your case it’s Visa category), you will come to know that these questions we have answered many times.

Please understand, Expat site is running this voluntary pages to help people where we are working voluntarily. So, it’s very much irritating to response same questions again and again.

If you read recent discussed threads in this category, we have said few times already that there is no such provision in MoM website where it will distinguish S pass or EP in the result section. It will only show “Pending Employment Pass”, successful or rejected (no matter your employer had mentioned EP or S pass or both), however your working pass card will clearly show whether it was EP or S pass.

Well, for those who did not believe on it.  It can be done, not big deal.
Approved.

Nationality > European
Company > Well known IT MNC
Salary > 12K +
Educational Background > Nothing provided
Working Experience > 12+ Years related to the job position and previous work visa in other countries.
Application > 31/05/2018
Approval > 12/06/2018

Congrats xmm83, welcome to Singapore. We have always said that each case has its merits and can’t be correlated to another case. But, we have witnessed in few occasions people are getting EP approval in a week or two.

It seems the (unpublished and changeable on a case-by-case basis) salary threshold for EP without degree is at S$12000/month - at least in this case.
I assumed higher amounts in my post above. I stand corrected!
