I lost my permesso di soggiorno and i have the receipt and passport can i travel to Germany

Off course you can travel to Germany because you have a Schengen visa so you can travel 27 countries in which Greece, Austria, Belgium, Germany, Netherland, Poland, Finland, Czech Republic, Switzerland etc

There are only 26 countries in the Schengen Zone!

The 26 countries that are currently members of the Schengen agreement are Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland.
