Not sure why I only got an S pass

Hello!

Hope to seek for advise or help from anyone who is familiar with EP and SP issued by MOM.
I am a banker and recently signed a contract for a local bank in Singapore. The company processed my permit to work.
Anyway, the HR sent me my approved IPA and noticed that I was only approved of an S pass and not Emploment Pass. ( Not sure if my new employer applied for an SP or EP though)
Would there be any reason why I only got the S Pass? I am an AVP in a multinational bank in PH and I was offered by a local bank in Singapore of the same rank; the salary offered is more than the requirement of and EP. I have almost 10 years working experience in different bank both local and foreign and have good educational background.  Hope someone is familiar with this and if there are possible reason why I only got an S pass.

S pass are for short term assignment and for mid level skilled workers/ blue collard jobs, right?

2nd, can we appeal to this to MOM to change the S pass to EP?

Of course - MoM does not do anything without rason!

How do you know? The minimum salaries for possible combinations of education and work experience are not published (but are usually near the market average salary). The only published number (S$3600/month) applies solely to fresh graduates with no work experience.
With a recognised university degree and 10 years applicable banking experience, your minimum is probably at least double of that, possibly even higher.
The SAT-tool on MoM's website can give you an indication!

S-Pass is meant for specialists with a technical certificate or similar (e.g. a polytechnics diploma).
Blue collar workers get Work Permits (WP).

It's possible, but probably a waste of time.
Be glad you got a work pass at all!
The differences (for you!) between S-Pass and EP are also pretty small.
