Will the immigration laws of the  Netherlands allow an adult citizen to sponsor her biological American father for residence and work purposes?

In general, yes they can, you can download the IND brochure related to this by following this link; you'll need a PDF reader to open it.

My advice is to ask your daughter to make an appointment with the local IND office to start the enquiry/process.

Thank you for your post. My daughter has made an appointment to explore the possibility. I always assumed and was initially informed after her mother filed for divorce that as an American I was outside the EU and could not be granted the right to reside and work.

That's a different question.  You are correct in as much that only an EU citizen has the right to live and work anywhere in the EU; you as a US citizen have to go through a different process and you will never share the same rights to live and work as an EU citizen, but as long as you don't become a burden on the State, the EU is quite keen on family integration and once you have been there long enough, you could apply for residence in your own right.

I'd be interested in knowing what the IND say to your daughter as we don't get many such as yourself and while we know what it says in the regulations, it's always good to have some facts that others have encountered.
