Dependent visa for wife

Hi All,

Currently I am staying in Brussels, and wanted to initiate dependent visa for my wife.
My situation is as follows,
1. I worked in Brussels between Jan and July 2019 (through an Indian company),
2. Later got a new job in Brussels along with the new single permit.
3. I came back to Brussels with a new single permit in Oct and joined my new job
4. Now that I have stayed for more than 6 months in Brussels (overall) in the calendar year.

Q1. Will my wife passport come here for stamping?(I heard that, if the dependent application is submitted after 6 months of my arrival it will come to Brussels for stamping)
Q2. We have kept the following list of documents, ready,
    * Her passport
    * My single permit card (Annex 49)
    * My rental contract
    * Birth certificate, Marriage certificate and PCC apostatized
Do we need any other document?
Should the marriage and birth certificates has to be recently issue with in 6 months?
Q3. How much time does it take for visa stamping?
Q4. After getting her visa, can she come here and start working after getting her RP card.
