My husband and I are both non- EU, my husband has a job offer in ireland and plans to travel on a general work permit. I heard that I can only join him in a year's time. However, I can enter as a visitor for 90 days, no visa needed. I would just like to know if there is any way around it..is there any other long stay visa I can apply to be able to join him. We do have a daughter too

You have it about right; the 12 months thing is how long it can take to get permission to remain with your husband. They do have a contact section on their website; this link will take you to it. I suggest you contact them directly.
