Requirements EEA family permit

HI ,
I am an Indian Married to an EEA national who is living in UK. We got married last year and due to my work commitment i was not able to join him earlier , Now i am considering moving with him.
I had been reading the content on UKVI official website about the requirements how EEA family permit and found it pretty straight forward until i filled up the form and submitted .
There is a list of document that has been requested and has gotten me confused.
My major queries are -
1. I am not sure , how much bank balance i should be showing . Is there any limit for amount or for how long it should be showing in my account ?
2. Does my Husband need to fulfill any financial requirement ? Does he need to have a said balance, considering that he was not in england for a while and has gone back recently and has not been able to manage a job that pays 18600 Pounds a year yet?
3. Does the Saving limit which is 16000 Pounds + 3 times the difference of the gap in the min yearly requirement applies in the case of EEA family permit ?
4. Can this saving in my account work ?
5. IF we are not able to fulfill above mentioned requirements , does that mean i cannot live with him in UK. if Yes i can still live , what is that way ?
If someone could guide me over the same , it will be really helpful.

Considering the agents in India are charging exorbitant price to help you prepare all these documents .

Hi and welcome to the Forum.

Unfortunately, the application process is on-line and I am unable to look at the line items; however, I can say that if there is a requirement to earn over £18.6k and my memory tells me that it is, then these are absolutes and not open to debate or discretion, so if he does not qualify, then that is the end of it.
