FYI, I still have a USA address in PA, was told I must apply for an absentee ballot from my local (county) election center.  They will mail me the application in September, I must fill it out and return it, then they will mail my ballot to my foreign address.  I must fill it out and have it returned to the PA county office by 11/2/20.

Thats what I did in 2016. Had my ballot sent to me and was amazed it actually got here. But that said, my state (Oregon) allowed me to vote online since I was overseas. Some states allow that for military or those traveling.

Check with the Secretary of state website for your particular state.

Hmmm. Better allow more time for postal workers. I have written to SSA a number of times and it has taken 3 months for one of my letters to get there..Normally you can expect a delivery 6 weeks to 2 months. That's been my experience.

Cannot apply for the absentee ballots until September, then must wait to be mailed the actual ballot, then mail it in.  I have done it before when not leaving for the Philippines until late October, but this year we are flying to Vancouver on 9/3, arriving in the Philippines on 9/30.  Can see it not working, but it is our best shot.
