The traffic jams are back: vehicular traffic is already almost normal in Greater Santo Domingo
From the first hours there are more vehicles on the streets and more people demanding transportation

Good mix. covid19 still spreading through the capital and people gone back to normal.
And this will apply throughout DR.
Dominicans are not of the same discipline as Germans and Austrians nor Koreans. The virus may like the new mobility opportunities.
Not allowing this post regarding WHO.
Let's stay in topic.

One thing DR got right initially requiring it for the businesses kept open and then making the use mandatory.
They were targeted from Thursday to Saturday for additional testing! That is likely why the spike in La Romana
Have the promised details on the 4 phases of reopening been released? I've not been able to find them anywhere, and Medina only mentioned 1 and 2, but said a couple of times that the details would be available within hours.
I thought it useful to report on the number of active cases in each province as of today using the latest MoH figures. every province has an active case as of today. Allowing for asymptomatic cases and under reporting due to testing levels and province population and then think of the potential transmission for each active cases and you may be able to assess the risk where you are.

More tests and more cases at a high positivity.
Wrong time to open up?
The East Coast including La Romana has a growing problem.
I hope JDJones isn't mixing too much with his work force in San Cristobal which is looking bad.
Steverino made the smart move and quit La Romana!
More intervention is happening according to MoD in SD and not a surprise as the virus spreads nationwide. It will love the Metro!
I also would like some details on phases 3 and 4. Medina talked about the phases that were being implemented running up to elections...but, I would like to know in which phase border would be open and what the protocols will be for enter the country...but, I know it's a waiting game...and there little chance that phase 1 will be just 14 days long....*sigh*

There are 4 x 14 day stages starting from tomorrow so you can work the theoretical dates.
Movement to the next stage depends on progress on managing the virus in the previous stage. We are still on the up for daily new cases and quite steadily now.
It is a timetable to appease the various political parties and suit the elections planned for the 5th July with the last stage starting at the beginning of July. So July maybe is my read.
Don't count it as read. But you can be sure any opening up of hotels for international visitors will be in Phase 4 and not 3.
Let's see if DR or rather Dominicans can handle phase 1 first with the virus spreading in the tourist zones. They have tendency to mingle and ignore social distancing and even face masks won't help in that case.
I have found ZERO details on line about how this is rolling out. Phase one is NOW and no one knows what the hell is going on.
I just read from Proconsumidor that micro and small companies operating at 50% capacity and opening tomorrow are 9 am to 3 pm. What the hell?????
Well, the information should have been available late Sunday.......
“Likewise, specific protocols have been established for the different sectors, adapted to each of the activities. The details of each of these protocols will be made public on time by the High Level Commission in the next few hours. ”
He insisted that the correct application of these measures will depend on the country being able to continue advancing in the following phases of the de-escalation and warned that the Government will be strict in its application.
“The authorities also have strict instructions to permanently monitor and act rigorously in case of non-compliance with the established measures, being able to arrest the offenders and close the establishments with authorization to operate, that do not comply with the social distancing and hygiene measures. "
Another President who can 'drop the shoulder' and point to others?
And again, I cannot find that anywhere! And I am looking!

High Level Commission details 4 phases of the reopening plan
The High-Level Commission for the Prevention and Control of Coronavirus released new details about the phased reopening announced last Sunday by President Danilo Medina.
After the reduction of the curfew, which has been established from 7 in the afternoon to 5 in the morning from Monday to Saturday, and from 5 in the afternoon to 5 in the morning on Sundays, from tomorrow the state public transport will resume operations.
Metro, Omsa and Cable Car will start operating from 6 in the morning to 6 in the afternoon, at 30% of their capacity and under mandatory use of masks for personnel and passengers.
Phased reopening
In addition , companies will be able to start operations on Wednesday, gradually.
In phase 1, which begins tomorrow, up to 5 employees or 50% of their workforce may be incorporated into micro companies (up to 10 employees), up to 10 employees or up to 50% of the staff and in medium and large to 25% of the total.
As for barber shops, beauty salons and medical offices, they may resume activities but users must make an appointment to be treated.
The Commission advanced that from phase 2, scheduled for June 3, 100% of its staff will be able to work in micro-enterprises.
For their part, small companies may incorporate up to 75% of their staff, while large and medium-sized companies may operate with up to 50% of staff during this phase.
Likewise, from the Commission they indicated that, the shops in shopping centers, the private collective transport of passengers and the gaming companies, with the exception of casinos, may begin to operate in this second phase.
They can also start religious services on Sundays.
Starting from phase 3, which will begin on June 17, small and micro-businesses with up to 50 employees will be able to work with 100% of their staff, while companies with more than 50 workers will have up to 75% of your template.
Also, from this phase, religious services may be held three times a week.
It will be in phase 4, estimated for next July 5, when all companies resume their work with 100% of their staff.
In addition, in this phase tourism will be reactivated, opening hotels and airports, as well as gyms and restaurant dining rooms.
"In this phase we will have resumed economic normality" they assured from the Commission.
However, they warned that we will continue to live with the coronavirus, "so that prevention measures will continue to be essential at all times."
In this sense, in order to prevent contagion, all companies that return to work will require mandatory prevention, distancing and hygiene protocols, as well as taking temperature and carrying out tests.
The provisions for each sector are available at https://coronavirusrd.gob.do/
Different opening hours have also been arranged in order to avoid crowds. At 7 in the morning, supermarkets, pharmacies, the construction sector, industry and manufacturing, mining, quarries, agriculture and ports and airports will be able to open.
The shift for public sector employees will be at 8 in the morning. Similarly, at 9 in the morning they will open shops such as hardware stores, vehicle dealers, workshops, furniture and appliance stores, as well as the financial and service sectors.
The staff's departure time will be in accordance with the provisions of the Labor Code.
On the other hand, those workers who find it absolutely essential to leave during the curfew can already have the new safe-conduct request form on the website https://coronavirusrd.gob.do/ .
This safe-conduct will be associated with your identity card, so you must carry it with you.
Said document will not be necessary for freight and fuel transporters and public employees of essential services, according to the Commission.
Entertainment venues and other agglomeration activities are expected to remain closed until at least August 24.
For their part, schools and higher education centers will remain closed and the start of the school calendar will be decided by the National Council of Education.
As for the universities, it will be informed by the Ministry of Higher Education, Science and Technology.
The High Level Commission reiterated that the dates of each phase will be subject to the behavior of the pandemic and that it will only advance from one phase to the other after being sure, through due epidemiological surveillance, that the health situation allows it.
In other words, in the event of a spike in infections, the dates of each stage may vary.
Likewise, it was reported that people over 60 years of age and with some high-risk disease should remain in their homes in a teleworking modality, except for those managers who have non-delegable responsibilities in the context of the current health crisis.
Likewise, the Commission emphasized that, for the moment, all activities that involve crowding of people remain restricted, such as recreational, recreational, cultural or political sporting events, including rallies, marches and caravans. Therefore, places such as cinemas and theaters will remain closed.
The restaurants will continue to be open, until phase 3, only for orders and home deliveries.
Air, land and sea borders also remain closed.
Access to beaches, swimming pools and all kinds of public spas is also still prohibited.

Entertainment in the Dominican Republic would reopen in August
https://www.diariolibre.com/revista/mus … IG18960392
This is a significant date because it does include a date for when discos and clubs can reopen too and by extension does affect many a tourist resort. it can easily be taken that bars where people conglomerate are included too.
Everybody is asking when do we have international flights.
It reads like from phase 4 or as the say about 5th July.
But not so fast.........hotels open that time too and we already know that domestic tourism is first for hotels as they adapt to the new protocols.
So perhaps the early flights will be for citizens, residents, visa holders and those wishing to leave?
The tourist flights will probably come later in August and the tourists will be controlled as the protocols and be ushered from airport to their hotels where they can be managed and kept safe and healthy.
Tourists will be tourists with covid19. Here for short vacations covered by protocols ensuring your safety throughout your visit in controlled circumstances.
And all these dates depend on how DR fares in the coming weeks.
And every single detail is subject to change and political whim. Note that as of yesterday salons were added to phase 1 with provision of by appointment only. So it appears someones wife needed her hair done....
I am quite pessimistic this morning. My company can open at 50% staffing which means we can do almost nothing. My staff do not understand and think its business as usual. The lack of information, lack of education and constant changing of minds leaves people totally unsure of exactly what is happening and what is expected. So, they do what they want.
I am a realist. I do not see this as a good thing and I for one will be staying home as much as I possibly can.
Something new to expect.....
One of the new protocols for businesses opening is to taking temperatures of customers......test and report any suspicious cases.
That was the case when I went to the supermarket this morning for the first time. When collecting my cart which is disinfected, I was then subjected to a temperature check before being allowed to enter and shop.

Man... Look at San Cristobal. Not encouraging at all.
San Cristobal daily total since 7th May:
375 397 444 468 493 521 536 564 595 633 655 708 733 743
18 dead, 222 recovered and so 432 active cases with test positivity of 29.11% and one active case for every 1480 people- so because of asymptomatic cases and under testing think more like 1 in every 700 you meet is a carrier.
Hottest spot in DR now!
Stay safe.

Interesting, however, unless I'm reading these tables incorrectly cases per 100,000 of population, San Christobal is doing better than most. The worst per 100,000 of confirmed cases is the National District and Puerta Plata comes out best.

Good spot.
I have adjusted the figure using the province population number at 640k rather than the town 275k.
It is still a potentially high infection rate, much more so if the cases are in the town itself where the intervention last week occurred.
I used active cases which is more relevant and not total cases.
The table shows just 10 of the 32 provinces.
