Less testing less cases but the positivity remains very high. Cases everywhere.
DRVisitor - they had to be a legal employee of a company covered under the suspensions due to COVID. So that means they were registered in the gov't system as of Feb 2020 and then suspended after March 19th. AND they had to have had a minimum of 90 days on the job at that time.
Many did not have 90 days, many are not legal employees and or were not legally registered as of Feb. The last is grounds to go after the company as it is a breaking of the labor contract if in fact they are legal employees and not registered.
Okay so IF they qualify and the company qualifies (many companies do not qualify) then they were entitled to UP to 8,500 RD per month, up to 70% of their reported salary. So if someone legally earned over 12,000 a month then they could get the govt maximum of 8,500 if suspended 100%. IF they made less then 12,000 RD a month they would get 70% directly from the gov't.
In some cases companies did not qualify as they were not registered correctly. Employees did not qualify as they were not on the system or had less than 90 days. And in some cases they did not get assistance as they worked under the table and or for cash!

Santiago 62 new cases and 165 tests, Puerto Plata 11 cases and 39 tests........say something quite serious.
In the USA they are very concerned with positivity at 15% yet DR has had over 20% regularly for 3 weeks. Suggests a lot of transmission taking place.

President spoke last night and said pretty much nothing. The current government has stepped back pending the elections and I assume transfer of power.
Now we wait for the minister of health to do whatever he can to control this.
THey may speak or mouth the words but having the population accept and action any directives is dreaming. I was surprised yesterday hearing a guy who lived in the USA for 19 plus years, and is going back shortly, say that "they" are conspiring to plant false information. I kind of agreed but also was very blunt in what I believe are the realities of this COVID 19 issue - pretty much common sense stuff (to me) and while I agreed the politics were poor to bad, there're actions in zero distancing, electioneering, etc would end up killing and/or creating greater hardship for the DR. THis person is representative of many - when he hears the truth he understands, but when it's not forced upon him, he puts it aside and gets angry at his perceived lose of personal choices.....then there's those who don't have a clue, don't understand, don't have anything to live on and must get out to earn for their family somehow/something.....a vicious circle. Bad enough when one reads of people in ANY developed country stating there're being lied to by the government on this. In my opinion, if people had a government they trusted, understood ALL the info from the growing sources of knowledge that keeps coming in, and acted RESPONSIBLY, re-opening any region could done much safer and effectively. My greatest gripe is why are so few tests? Where do these test kits come from? Are they limited due to cost? Why are many medical people -Docs and Nurses, not being trained to administer the tests and ALL labs around the country, government and private, not part of the testing? Too many questions that are simply common sense to me.
One thing that has been awesome is the info being provided for us all here . A huge debt of gratitude and even bigger THANKS to Lennoxnev and other contributors.......I'm thinking that bottle of whatever in thanks is now a case....easily!!! Have a safe and great day folks.....
Testing is effective when the daily new case totals are maneageable.
For DR that was needed back in April when they could have tested trackjed and contained.
Now we are in a situation like the USA and Brazil. Far too many daily cases that no amount of testing is of any use other than to know the dire state the country is in. You simply cannot manage 40,000 daily cases and contact trace say 5 contacts per person daily - 200,000 people each and every day - IMPOSSIBLE. DR doesn't even know the true much higher numbers here let alone track and trace.
So what do you do?
Well some form of severe social distancing is the only proven way. Many countries like DR and the USA screwed this up by opening up to early and will remain in a dire mess for a long time as a result and this WILL effect their economies BADLY and far worse than had they took the pain a bit longer like much of Europe and the NE states.
We are in the SELFISH phase with denial by too many. Just look at the UK and all those people who went to the beaches and are having rave parties at night. DR will do that Sunday with no curfew and again before 5th July over and over.
Let's welcome the tourists but with more infections on their flights and here - this may unfold as a PR disaster and the effects will be long lived due to a rush to open without better checks pre flight.

So reading the various posts, irrespective of the pandemic, as from tomorrow, people will from all accounts and purposes ignore social distancing, curfews etc have street parties all of this winding up for the election on July 5th. Bloody marvellous.
I did raise the issue of postponing the elections but was informed this was not in the constitution. I understand that but when there is a pandemic surely to goodness, if there's a political will, someway round this could have been found to delay these elections, by all accounts I'm informed by locals, not much will happen after the elections anyway, whoever wins-it will continue to be political stalemate.
Lennox is absolutely right to say social distancing is the most effective tool, but I can never see that working in DR effectively because there is no discipline from the top down regardless of any new health declarations.
We all wait with bated breath to see what will happen in the coming days.

The Constitution did not allow for such a crisis unfolding and with such animositiy amongst the politicos, the health crisis has come second.
Danilo realized he could not get support for extending the state of emergency with an opposition who seem hell bent on going to the polls whatever may be with no restrictions.
The irony is that they may win and have a very much worse scenario in terms of health and economy to deal with.
It seems inconceivable that there would be another lock down post elections and new government but this virus will not stop spreading especially if people are interacting with such very high positivity. We need below 10% for a few weeks to get control and that is 'pie in the sky'.

ANTO DOMINGO.- As President Danilo Medina had announced in his speech, the Ministry of Public Health, protected by the General Health Law 42-01, will carry out an official declaration of sanitary emergency in the country ”, to continue facing the pandemic later to get out of the state of emergency.
This resolution that declares the national territory epidemic provides for a series of measures that aim at the suspension of economic, social and recreational activities from 8:00 pm to 5:00 am every day of the week, with the exception of following activities:
Pharmaceutical and health services.
Private security tasks.
Press offices and other media.
The provision of energy, water, telecommunications and solid waste collection services.
Industry work that involves working multiple shifts or 24 hours, but does not involve contact with the public.
Hotel services and other lodging places, as well as restaurant services and other food places, always in compliance with the protocols established for tourist and culinary activities.
The work of the mining sector.
The transport and distribution of goods, supplies and fuel.
The work carried out in ports and airports.
The work of free zone parks.
Construction related to sanitary infrastructure.
Funeral services.
The provision also indicates that any company that exceptionally requires work from 8:00 pm to 5:00 am and that is not within the exceptions of this provision, must have written authorization from the High Level Commission to Prevention and Control of Coronavirus.
During the hours referred to in the provision, work will be allowed for both mounting and holding the next presidential elections and proselytizing in the open.
As they are considered particularly sensitive sources of contagion, the resolution also prohibits the following activities at all times:
Primary, secondary, university, labor technician and any other subsystem that involves agglomeration of people.
Casinos, bars, discotheques, clubs, movie theaters, theaters, gyms and any other establishment of the same nature.
Commercial, cultural, artistic, sporting and any other events that promote concentrations and crowds of people, such as fairs, conventions, concerts and other public shows.

All health and management protocols for those infected with the coronavirus will be maintained.

So it looks like they will continue what was in place already. The exception is the opening of resorts after Wednesday AND the elections.
Everything else looks to continue as it has been.
Santiago had a positivity today of 30%, Santiago Rodriguez of 47%, Valverde of 43% San Juan 25% San Pedro of 39% and Sanchez Ramirez of 28%. La Altagracia was 21%, Puerto Plata 18%, Maria TS 24% and El Seibo 57% (Miches included).
Not enough testing regionally and very high positivity tells us there is much more out there. The capital is looking really bad too. Stay at home and stay out of the cities and towns if you can is my advice and especially anywhere with lots of people. Shop early, use face masks, steer around people when out and use copious amounts of disinfectant everytime you touch something when out and shower when you get in and wash your clothes, disinfect what you buy and disinfect your shoes. New way of life for the foreseeable future if you don't want to ruin your lungs and internal organs even with a mild dose of covid19!

Page 10 - Sharp uptick in hospital beds occupied and ICU beds. The ultimate bad sign. That increase in active cases compared to new cases and the positivity levels are also very bad indicators for future trends.

The communications spokesman for the President has cancelled at short notice the planned news conference from the Ministry of Health to outline new health control measures for covi19.
I wonder if the terrible situation developing in the USA now, with incredibly high and record daily cases in many parts of the country, has raised concerns and DR could be considering following Europe and Canada's intentions not allowing US travellers to come here right now? Or was this planned and has been pushed back or needs further consideration?
Costa Rica just announced it's opening up for international travel on 1st August and will only permit people to enter from countries with covid19 controlled. Costa Rica is a shining light in Latin America covid19 management and DR often takes their lead.
Maybe they will let everybody enjoy the end of curfew and then apply the resolution?

The Minister of the Presidency, Gustavo Montalvo, informed that the Ministry of Public Health will officially inform by resolution the measures that the government will adopt to continue social distancing by virtue of the powers granted by the General Health Law 42-01 to that entity.
From the early hours of this Saturday, the supposed speech that the Health Minister, Rafael Sánchez Cárdenas, would read at the press conference scheduled for 4:00 in the afternoon, circulated on social networks, and was later canceled. In this document, the suspension of economic, social and recreational activities is provided from 8:00 pm to 5:00 am, every day of the week.

Montalvo did not confirm the veracity of that writing, and said in another message posted on his Twitter account that the social and physical distancing measures adopted in the framework of the state of emergency to combat COVID-19, with the exception of the curfew , will remain in force until the end of said period, which was extended until June 30 of the current year.
This Saturday President Danilo Medina was in the province of Azua carrying out political activities in support of the candidates of the government party with dozens of people crowded together.
So just do your best people and we will all be in this mess together! Really what do they think will happen at 8 pm now?

As expected, after the end of curfew Dominicans hit the streets partying, drinking and dancing with little social distancing. Plenty of reports and videos of probable widespread transmission spread in the capital and from what I saw travelling yesterday, across the country too.
So by mid July expect a big increase in positivity.
No big surprise at all. Zero. None.
Yes two weeks and then three weeks etc numbers will just keep going up.
What is frustrating is those weeks and weeks of following the rules.... For NO reason!

SANTO DOMINGO.- The declaration of a national epidemic made on Friday by Public Health excludes political proselytizing from contagious activities, giving the green light to caravans, concentrations and political activities with the only requirement that they be in open spaces; despite the fact that at a general level the call is maintained to maintain physical distance, use masks and limit exits to strictly necessary activities.
The declaration has been in force since last Friday, June 26, when there were only eight days to go until the elections on July 5.
The activities do remain prohibited from now on are those related to education, entertainment, recreation and sports, detailed in the four points exposed in the declaration.
Primary, secondary, university, labor technician and any other subsystem that involves agglomeration of people.
Casinos, bars, discotheques, clubs, movie theaters, theaters, gyms and any other establishment of the same nature.
Commercial, cultural, artistic, sporting and any other events that promote concentrations and crowds of people, such as fairs, conventions, concerts and other public shows.
Sports or other events in stadiums, sports palaces, sports arenas, galleras and other places of the same nature.
In addition to this, which is prohibited 24 hours a day, the Public Health provision keeps social, economic and recreational activities restricted from 8:00 at night to 5:00 in the morning except for very specific sectors.
At this time, even though it had the curfew, only the health and pharmaceutical services are allowed; private security tasks. and press offices and other media.
Also excluded from this restriction are the providers of energy, water, telecommunications and solid waste collection services and the work of the industry that involves work in several shifts or 24 hours, but does not involve contact with the public.
Hotel and accommodation activities are resumed 24 hours a day, restaurants and food establishments "always in compliance with the protocols established for tourist and culinary activities".
Another sector with the green light to operate without time limits is mining, transportation and distribution of inputs, goods and fuels.
Ports and airports, free zones, construction (related to sanitary infrastructure) and funeral services also operate again.
Let's see howthey enforce it after yesterdays free for all.

I was about to say unbelievable but of course this is to be expected in the coming days.
Please forgive my naivete but where are the police? Is there not an Order stating people must respect social distancing and where masks?
No question the virus will spread, the hospitals will become saturated. The current R number of 1.03 is likely to go up.
So what next? After the elections, whoever wins, what will happen. Our gardener reckons things will remain as status quo as he doesn't believe the elections will achieve anything of significance.

Where were the police to deal with the masses on the beach near Bournemeouth last week or at the London street rave parties? Same can be said of other countries.
We are going through the selfish careless phase. It affects all peoples worldwide.
The virus is able to spread much more quickly now and as the USA is now finding out, it is becoming incontrollable in places without cut backs.
You can't open up economies without the transmission rate being very low and even then very carefully. Say 7% positivity for a two weeks continuoulsy. DR is hovering mid 20%. Way more than 1.03!
When you open up too early it gets unmaneagebale again and economic activity has to step back again.
I predicted social upheaval in the coming months as the effects of unemployment, debt burdens and hunger set in, and have no reason to walk back on that thought.
As Jay said we are in the very first innings of a baseball game. There is a very long way to go and much more pain to endure and lessons to learn, and adaptions to living and businesses to come.

Has anyone heard of a “ Sworn Health Form” that is required prior to flying? Is this available at the airport or is a Doctor examination required. Apparently this is required under the new Airport Travel Protocol
