I thought perhaps wrongly that the current president would basically instigate what Abinader wants.
If you're saying he can't and clearly the current Gov aren't doing very much then what can be done?
Are you suggesting a vacuum till the 16th August?
They met and agreed to the current state of emergency. It appears the current president is not going to do too much as he doesn't want to be seen as responsible for riots or whatever. That is what I am reading. I don't know for fact honey.
They just put into place testing on arrival and immediately backtracked when things went wrong. NO one seems to be in charge. SO yup, kind of like a vacuum of leadership for sure.

It appears we may have to wait 3 more weeks for a change in plan.
The problem is that the virus is not waiting and is spreading faster and faster with far too much mobility and lack of social distancing throughout the country and the medical systems are crashing. The metro, buses, carros publica and motos are spreading this virus with ease. Arriving passengers and hotels are doing their bit too.
It is everyone for themselves until then.
So looks like what I have heard is correct. This will continue to spread unchecked until the new govt takes over.

Wow huge increase in positivity this is a very bad sign.
My boyfriend has been out of work since march. He finally got called back... but unfortunatly caught the virus going to punta cana (where worknis). Althought he had his mask and all, we suspect he got it on the bus ride there or from the hotel he had to stay at before taking the test.
Gave birth in march and can't travel yet to DR from him to meet his daugjter

Altagracia is the second province with the most cases of coronavirus for every hundred thousand inhabitants, reported the Epidemiological Surveillance System (Sinave).
The jurisdiction registered on Monday a cumulative incidence of the virus of 684.48 , placing it in second place, below the District, which occupies the first place.
This implies that the National District includes a cumulative incidence of 1,861.22. This amount follows from the 19,416 infected accumulated in the area, of which 434 were in the last hours.
According to the Pan American Health Organization (PAHO), the cumulative incidence is the number of new cases of a disease divided by the population at risk in a specific place and during a specific period.
It is calculated by taking the number of new cases that have occurred in a locality for a given period of time, divided by the total base population of the district, by the defined period.
Altagracia accumulated 2,419 infected with COVID-19, with 63 new positives and two deaths in the last hours, for a total of 11 deaths.
This figure means that, according to its population, the province is the second most affected by the disease for every 100,000 inhabitants and the fifth with the highest number of accumulated positives.
In addition, La Altagracia obtained a positivity, in the last four weeks, of 34.60 percent.
Of the total infected, 955 patients have managed to overcome the disease.
Positivity corresponds to the number of tests that are positive of the total number of tests carried out, this is obtained by dividing the number of positive tests by the number of valid results in a given period.

POP 110 tests 85 positive - problem area
Yesterday my two guests from Canada were COVID tested as negative. My wife was tested and also negative. Today I get tested (last one in the household - cost 1700 pesos). However several family members have tested positive, including my wifes daughter who is a lab tech managing a private lab - so she is now on 14 day quarantine. The good thing is all are healthy but justs shows how ordinary folks could get this without knowing it and still maintain their health if eating right etc etc. IF not for our Lab Tech, we likely wouldn't have known unless it became necessary to see a doctor. All to say, as others have said and we all here realize, there is FAR more spread than the government will ever know.....no matter how much testing there is unless they were to do the impossible - test everyone. So when do we see the "lull" due to yesterdays non testing? I assume sunday/monday?
And tomorrow for lull in rapid tests?

When you get this sort of reporting from a major daily Listin Diario you realize the hopelessness of the situation with reporters who don't understand that cases, test numbers and positivity are all linked. The message they send to the population is that there is less virus now!
Why not ask if this is due to the tropical storm?
Yes we knew that the results would be effected, just not sure exactly which day!
Positive % still way way too high. Nothing has changed but lower testing
And dead right about the quality of the reporting. HORRIBLY misleading!

-At least 6,053 patients affected with Covid-19 are in hospital isolation for presenting the different clinical pictures of the virus that warrant follow-up beyond the home.
The data is contained in the Public Health epidemiological bulletin number 136, which also indicates that 325 people are in Intensive Care Units (ICU) in critical condition, of which 42.46% remain in centers of Greater Santo Domingo, on 27.38 % in Santiago and 13.53% in the Duarte province.
These figures are a new record set by the Dominican Republic in the number of people hospitalized due to the exponential increase in the number of infected in recent weeks.
Last week, Covid-19 claimed the lives of 95 people and produced 8,088 new infections, adding to the 72,243 confirmed cases, including the 32,821 active infections.
Specialists have warned that at least 20% of new infected have a vocation to be hospitalized, since it is estimated that 80% of all cases will suffer from the mild condition of the virus.
In other words, of those eight thousand new infections, at least 1,600 people will need significant clinical attention and five percent (80) will enter the ICU, in the midst of a system that is at full capacity.
The health report shows that the new infections yesterday were 828 and eight deaths occurred.
Sánchez Ramírez, Santiago and Greater Santo Domingo concentrate the largest number of cases in the entire country. Three of the eight deaths occurred in Puerto Plata.
The positivity of the virus continues to increase, reaching 34.94% in the records of the last four weeks.
As previously reported in the press, about 60% of those entering ICU in DR die. On that basis another 195 deaths in the near future?
Not encouraging at all. And no one doing anything about it!

We are seeing the effects of no testing at the national laboratory for severla days and soon the tropical storm.
Don't look at the headline figure alone - look at the positivity and the trend of positivity which is ever upward.
6262 in hospital and 322 in ICU. Average age of infected is 38.

Former president of the Modern Revolutionary Party (PRM) Andrés Bautista considered this Monday that the authorities of the health sector have irresponsibly handled the issue of Covid-19.
He described as worrying the situation that there is not adequate information for the population to make them aware of the seriousness of the case.
He said that he hopes that the new Health authorities will assume with the level of responsibility this situation also the citizens are not aware of the need to protect themselves from the disease.
He stressed that training has been lacking because people are not aware of what is happening.
"The current government has insisted on squandering money on useless publicity, publicity of the things that the government does and has not worried about raising awareness of the situation and that has to change," Bautista said upon arrival at the hostel. Nicolás de Ovando, where he went to meet with the new President Luis Abinader.
These words resonate. Educate to make the population aware! But was it not the same party that did not support continuation of emergency powers?

Just to give some background on number of tests and apparent low positivity today, 2186 tests in todays report were in DN with positivity of 17.5%, 1140 were in Santo Domingo with positivity of 22.3%. 643 were in Santiago with a positivity of 41.4% and the rest at a positivity of 24.8%. POP had 34.8%.

SANTO DOMINGO. -In view of the overflow of requests to perform the Covid-19 test, private laboratories are presenting delays of up to 19 days in requests for these tests.
This was reported by an employee of the Reference Laboratory to El DÍA, who explained that the applications sent on July 17 with a 19-day delay are working.
He pointed out that the great demand has delayed the performance of the analytics, detailing that in a day they can receive between one thousand and three thousand tests.
The same happens with the Amadita laboratory, which reports on the telephone line enabled to serve Covid 19 patients that today they are not receiving test requests due to their high demand.
The same has happened since last weekend.
"It is that the demand for tests has intensified after the reopening of the economic one in which many companies request their employees to carry out health analysis to return to their jobs," said a source linked to this laboratory to EL DÍA .
In fact, a patient, who did not want to reveal her name, told this newspaper that after several days waiting to be tested for Covid 19, she posed as a company employee to find out if she was positive. "The priority is being given to companies, these results are delivered to me in 72 hours," he emphasized.
On the other hand, the National Laboratory is not different, there are delays of up to 30 days in the delivery of the results of the Covid-19 tests, this because each day it collects over 2,300 samples, about 800 more than the capacity daily.
This causes that up to a thousand samples are delayed days and weeks daily, according to the Minister of Public Health, Rafael Sánchez Cárdenas, today, in the customary press conference on the coronavirus in the country.
Implications
This situation could cause people who are positive to Covid-19, ignoring its diagnosis, to infect others, due to the lack of results.
WOW - got tested and results within an hour - of course I'm far away from maddening crowds in Moca....and I went to my wifes daughters lab.....she had just gone home to quarantine after testing positive herself....but still...yes, tested negative. Will get another test done two days prior to flying in September...just to be sure.....again...
This is really bad news. So what we are now seeing does NOT reflect actually what is going on. If this is on average two weeks ago then we are screwed. Seriously in trouble here.
We as expats are not screwed if we adjust our lifestyle and take all the necessary precuations and avoid crowds.
The country and an ill informed population may indeed be screwed in the medium term because this suggests that we are only now beginning to see the effects of the end of election campaigning coming through. It doesn't look good.
Hospitalizations, entry into ICU and deaths are lagging indicators and one would guess the situation will get worse until such time some stronger controls are put in place. Will indeed the curfew get extended after the weekend?

We all have to go out and interact at some points. I go as little as possible but it's not possible to totally avoid everyone and everything.
Yes we mitigate the risk as much as possible but this is seriously concerning.
There are multiple reports of selecting who gets care! Not likely any of us are going to qualify so manage the risk as tightly as possible

SANTO DOMINGO.- The announced Health Minister, Plutarco Arias, stated that preventive measures should be tightened for the population to prevent the spread of the covid-19 pandemic.
"We are working to respond to COVID as soon as possible, we think that in two or three weeks we will have much more favorable results," he stressed.
He assured that the bad education of some citizens who do not accept the implemented measures, is the main cause of the increase in cases of the virus.
Current curfew expires next Monday morning - but maybe not if the new health minister has influence.
Lets see, the current curfew is clearly not enough. They need to do more. NOT extending this curfew will put us on even worse footing.
