Coronavirus: Documents for employees, citizens under lockdown rules

The Finance Ministry has published the documents that employees and members of the general public must complete if they are to leave the house.
Under a new decree that comes into force at 6 pm on Tuesday and until April 13, all unnecessary movement is prohibited.
According to the official transcript in English from the Press and Information office, the only exceptions to the prohibition are:
Transfer to and from the workplace.
Transfer for the purposes of supplies of basic necessities from businesses or shops whose operation is allowed and given that shipping is not possible.
Visit to doctor or transit to a pharmacy.
Visit to a bank if electronic transactions are not possible.
Transit with the purpose to aid fellow citizens who cannot look after themselves or to groups of people who must be protected, or who are in self-isolation and/or in premises of compulsory isolation (quarantine).
First and second degree relatives going to ceremonies, such as funerals, weddings and christenings, not exceeding ten people.
Transit for physical exercise or for the needs of a pet, provided they are not more than two people and they remain limited in areas adjacent to their residence.
Under all circumstances, all persons moving about must carry identification and additional proof as to the purpose of their movement.
Document A is for employees and must be filled by the employer. It also applies for the self-employed.

Alternatively they can send a text message to 8998. In this case, the public must submit the number of their ID or passport, their postal code and select the category which covers the reason they wish to leave the house (scroll down for detailed instructions). They must wait for a response before leaving the house and they must carry on them the completed form or the reply to the SMS and their ID when they leave the house.
At a press conference Interior Minister Nicos Nouris and deputy minister for research and innovation Kyriakos Kokkinos said these were unprecedented times. There may be discrepancies and gaps in the procedures which will be smoothed out as the government machinery adapts to the new state of affairs, they said as they asked for the public’s cooperation and understanding.

The Veterinary Services announce that special permission will be granted to animal welfare staff and volunteers during the lockdown to allow them to feed strays and animals in shelters according to an announcement on Tuesday.
Animal NGOs are called to send to the Veterinary Services a list of names of people who will represent their activities to obtain relevant permissions during the government’s lockdown.

President Nicos Anastasiades issued a terse warning on Tuesday evening, not long after a near lockdown he had announced last night came into force as part of efforts to contain the spread of coronavirus.
In a message on Twitter, the president there appears to be an attempt to misinterpret the explanations given this afternoon by the Interior Minister and the deputy minister for innovation about the new measures.
He therefore wanted to make clear that any abuse or disobedience would lead to a complete ban on movement without exceptions.

Under the decrees, members of the public must seek permission to leave their house either by sending an SMS or signing a document.
There are eight categories that qualify, but ministers have stressed that going out is the exception and should not be abused.
Those still going to work need a document signed by their employer.
But according to philenews, the special call centre was flooded by text messages within seconds of the lockdown coming into force at 6 pm, overburdening the system and leading to delays. Officials said everyone would receive a reply and that work was underway to improve the system.
A total of 124 people have tested positive for Covid-19 according to the latest figures of the Health Ministry. Three people have died, two of them today.
In another message the president wrote, “Today we lost another two of our fellow human beings as a result of the pandemic. We must all understand that if we do not have full compliance with the measures, the consequences for all will be assymetric. To win this war, stay home, in your shelters,” he wrote.

The finance ministry announced on Wednesday that Citizens Service Centres as of Thursday can only be visited by appointment or reached by phone in order to restrict random visits.
The public should also only contact the centres for absolutely necessary services such as applications for ID cards, applications for the European Health Insurance Card, passports but only if a ticket is provided, issuing of birth certificate, and collection of documents such as driving licences, passports and ID cards.
Other applications should be placed in special boxes placed at the entrance of each centre.
These would include applications for welfare-related benefits such as pensions, children’s allowance and student grants.
“Citizens are urged not to come to the centres,” the ministry said.
As far as renewing Cyprus medical cards, it added, the health ministry has said that those cards that have expired or are expected to expire by June 30 this year, will remain valid for six months past their expiration date without any action being taken by the beneficiaries.
Opening Hours for the centres will be 8am to 2.30pm for those who make appointments.
“We seek public understanding and we regret the inconvenience,” the ministry said. “We are making every effort to manage the unprecedented situation we are all experiencing.”

Health Minister Constantinos Ioannou on Monday announced a curfew between 9pm and 6am as part of an ever-tightening raft of measures to restrict movement.
The new measures will be in force at 6am on Tuesday. The fine for those found disobeying the ban on movement has been doubled to €300.
The overnight curfew will apply to everyone except those who need to be at work during those hours, and they present a confirmation form signed by their employer (Form A).
People are only allowed to leave their homes once a day and only after receiving permission after sending a text message to 8998. Only those over 65 will be allowed to fill out the printed form (Form B).
House visits and gatherings are also forbidden, he said, adding that only the residents must be in each home.
Supermarkets, bakeries, butchers and other retails shops will be closed on Sundays, though can deliver. Kiosks can stay open on Sunday as long as they do not sell items usually found in retail shops. No other details were immediately available on this point.
Only three persons are allowed in vehicles, including the driver. This includes private vehicles and taxis.
He also announced that stricter controls will be introduced for those diagnosed with coronavirus and who are in self-isolation and Ioannou said his ministry is mulling electronic surveillance.
As of Tuesday, the operation of travel agencies will also be suspended as well as companies that provide aircraft services except for cargo flights.
He also announced some easing in the regulations for Cypriot permanent residents who are abroad and want to return. The minister said that those who had travelled abroad for medical reasons and their escorts, and students belonging in vulnerable groups are exempt from presenting a health certificate that they do not have coronavirus to be allowed to enter the country.
Upon their return, they will be placed in a 14-day quarantine except those who were abroad for medical reasons. They will be in self-isolation at home.
The exemption for students only concerns those studying abroad who are among vulnerable groups as defined by the health ministry, for example those with chronic diseases and diabetes.
Students in vulnerable groups will have to present a confirmation issued by a three-member medical council to which they will have to submit medical certificates concerning their condition. Applications must be submitted to the medical association at cyma@pis.cyma.org.cy.
“If necessary, the republic will charter flights from Athens and London for the return of passengers belonging to the above categories,” Ioannou said.
The minister also announced that there will be more checks at those crossing points which still open, while authorities will also make use of neighbourhood watch groups.
The new measures follow the death of another person on Sunday and the confirmation of 35 new cases, the majority of which concern transmission of the virus through a family environment by individuals who had not restricted themselves.
According to authorities, some continue to ignore the ban on movement.
The health ministry’s spokesperson, Margarita Kyriacou, told state broadcaster CyBC on Monday there has been a drop in cases concerning persons who have arrived from abroad and a rise in those between contacts.
Thirty-one of the 35 new cases confirmed on Sunday concerned contacts, Kyriacou said, adding that one person with coronavirus had transmitted the virus to 15 others because he or she had violated the measures.
Kyriacou said some insist on having house gatherings or visiting friends and family, even though these are banned.
Police spokesman, Christos Andreou, too said that there have been cases where families with children were found to shop at supermarkets. This is forbidden, he said.
Andreou also told CyBC that one coffee shop owner in the Morphou district who was supposed to close his shop, had placed essential items in his business for sale to deceive authorities he could remain open.
He said that between March 24 when the ban on movement was introduced to-date, 1,849 persons have been booked.

Cases of coronavirus (COVID-19) have been confirmed in Cyprus. The Cypriot authorities have introduced measures to limit the spread of the virus.
On 18 March, the Foreign and Commonwealth Office advised British nationals that wished to return to the UK to make arrangements to do so as soon as possible. British nationals that wish to leave Cyprus should contact their travel operator or airline for further advice. British nationals in Cyprus should follow the advice of the Cypriot authorities. Travel Restrictions
From 15 March, UK nationals (and other non-Cypriots) are not permitted to enter the Republic of Cyprus for tourism while a state of emergency is in force.
Cypriot nationals and other legal residents will only be allowed to enter the Republic for urgent medical needs or repatriation of the most vulnerable. Further advice can be obtained from Cyprus’ High Commissions, Consulates or Embassies abroad. Individuals falling into the above categories will be expected to obtain a certificate from Cyprus’ diplomatic missions abroad in order to gain permission to travel and will be subject to 14 days’ quarantine in a state facility on arrival.
There is a near complete ban on flights to and from Cyprus from 21 March until 17 April. Although some commercial flights are still able to leave Cyprus, only humanitarian and cargo flights may arrive.
The administration in the north of Cyprus has introduced a total ban on entry for all foreign nationals, including from the UK, until 11 April. This includes those holding residency, work, or student permits. In addition, all ‘citizens’ of north Cyprus returning from abroad will be quarantined for 14 days in centres organised by the administration. A partial curfew, including movement restrictions, is in place. Only essential businesses will remain open until 6 April. There are currently no flights between Turkey and the north of Cyprus until at least 1 May.

Closure of Hotels
All hotels have ceased operations and will remain closed until 30 April. The Republic of Cyprus government is using a small number of hotels to accommodate Cypriot nationals and permanent residents who have recently returned from abroad for quarantine purposes.
Other Measures
Following policy changes announced by the Republic of Cyprus Government and the administration in the north, all crossing points between the Republic and the north are effectively closed to travellers.
From 06:00 on 31 March until 13 April, further movement restrictions are in place. Anyone under 65 years old going outdoors must send an SMS to 8998 explaining the reasons for going outdoors.
Further guidance is available from the Cypriot authorities at the Ministry of Financeand Press and Information Office websites. If you do not have a Cypriot mobile phone, you are advised to buy a local pay-as-you-go SIM card in order to use this service.
Anyone over the age of 65 may use a written form, or exceptionally a handwritten note following the format outlined in the guidance. There is a further form which employers should complete for their employees in order to travel to work.

Covid19 measures to be extended until end April
The government’s various restrictive measures to contain the spread of coronavirus are to be extended until the end of April, CyBC reported on Monday citing informed sources.
It said this was discussed at a meeting of the ministerial committee on the coronavirus outbreak that was chaired by President Nicos Anastasiades earlier today.
The broadcaster said that the final decision will be taken by the Council of Ministers which is scheduled to meet on Wednesday.
It added that the meeting had heard from scientists that it was too early to reach safe conclusions regarding contagion, and that another 15 days were needed.
The report came as experts told local media they believed that it would be too risky to lift the measures.
Among them Maria Koliou, University of Cyprus professor in pediatrics and infectious diseases and president of the Cyprus Medical Association committee on the coronavirus told CNA that restrictive measures must stay in force until the end of April.
She said that although the past few days have seen a drop in the number of confirmed Covid-19 cases, another week was needed for a clear picture to emerge as to the effectiveness of the measures introduced by the government.
“We need to persevere, to be patient and to continue to comply with measures,” she said.
The recent drop in the number of cases should not be considered as certain to continue.
“We have a right to hope, but it should not be taken as a given as the situation has not stabilised. We have not had enough consecutive days to say that the decline is clear,” she said
“Because we are a small country, even a cluster within a family can change the data. The drop must be steady,” she said.
And she expressed concern about the positive cases among health professionals.
To the question as to whether everyone should be tested, Koliou said this was not practical and would waste valuable resources.
“What we need to do is targeted checks, those with symptoms and those who have come into contact with cases.”
What was of paramount importance is for everyone to continue social distancing so that if cases have slipped past, which is considered certain, there will be no contagion if people stay home.

Covid-19 measures, moving Easter celebrations and repatriating students on cabinet’s agenda
The possibility of extending measures in place to curb the spread of coronavirus until the end of April, the repatriation of Cypriot students and a proposal to celebrate Easter later this year were discussed on Monday, during a ministerial committee session under President Nicos Anastasiades, while final decisions are expected at a Cabinet meeting on Wednesday.
As CNA learns, it is possible that President Anastasiades will announce on Wednesday some of the measures himself.
On Monday, the ministerial committee took stock of the existing situation regarding the spread of COVID-19 in Cyprus and discussed a possible extension of restrictive measures until the end of April.
Officials expect the current week to give a more accurate image as to the effectiveness of the restrictive measures, as well as with regard to the situation in Paphos and Aradippou, two areas with an increased number of cases.
Restrictive measures are also expected to be in place during Orthodox Easter holidays and one idea is to propose to the Church of Cyprus to move celebrations to the end of May.
Another issue that will be discussed on Wednesday is the possible repatriation of Cypriot students, who ate currently not entitled to return.
One consideration is how to repatriate students without endangering public health and without reversing previous efforts to contain the virus. The issue needs to be elaborated further as to the frequency of repatriations, flight arrangements and the practical implementation of the quarantine for those coming home.

Anastasiades extends Cyprus lockdown to end of April
Cyprus will remain in lockdown until the end of April as efforts continue to contain the coronavirus pandemic, President Nicos Anastasiades said on Wednesday.
In a televised statement, the president said that cabinet had decided to extend sweeping decrees that have brought the island to a virtual standstill until April 30, with no exception for Easter.
He said the measures taken had delivered results and justified a “ray of light” but said there was no room to relax any measures because this could have potentially destructive consequences.
The Republic of Cyprus has recorded 526 confirmed coronavirus cases (including ten in the British Bases) as well as nine deaths directly attributable to Covid-19.
Experts have sounded a note of cautious optimism in the past few days, saying the number of new cases appears to be stabilising.
But they have also said it was still too early to have a definitive picture and warned against lifting restrictive measures, particularly in the days before Easter.
The president announced that the support measures for business, employees and the self-employed will continue until June 12. State support will be offered for four months after that, based on specific criteria.
President Nicos Anastasiades announced a gradual relaxation in repatriation restrictions to allow more categories of Cypriots and permanent residents abroad to gradually return home amidst a lockdown to contain the spread of coronavirus.
These are:
Students who are in halls of residence who are on foundation courses or in their first year
Permanent residents of Cyprus who are working temporarily abroad and who have had their employment suspended or terminated because of the coronavirus crisis
Permanent residents who must return to Cyprus for humanitarian reasons
Nationals of any country whose professional or scientific expertise is needed to combat the epidemic
The president said the most painful decision had been the decision to stop thousands of Cypriots, primarily students, from returning from fear of a mass import of the coronavirus.
He said the decision was taken in order to protect both the individuals in question as well as the general population from the coronavirus spreading.
Announcing the easing of criteria, he clarified that this will be done in stages, and depending on the guidance of the scientific committee.
Responding to a question on repatriation capacity, Health Minister Constantinos Ioannou said that it is currently estimated at 1,000 people per 15 days, although that is likely to change going forward as it depends on capacity at quarantine facilities to accommodate new arrivals as well as the capacity of testing them for the virus upon their return.
All commercial flights are prohibited although the government has been arranging for a trickle of arrivals through special rescue flights. All those repatriating must spend 14 days in quarantine in state facilities.
Families of students, particularly those in the UK, have been pressing the government to arrange their return.
More than 4500 people, about 60% of them students, have registered on a Foreign Ministry portal requesting repatriation.
The new repatriation announcement was made during a televised press conference with the participation of competent ministers, during which Anastasiades announced the extension of lockdown to April 30 and MoL’s support measures for workers and businesses to June 12 and for four months thereafter.

All retail businesses must remain closed on Easter Sunday and Monday, a decree issued by Health Minister Constantinos Ioannou said on Wednesday night.
The decree stipulates that all retail businesses must remain closed on Easter Sunday and Monday, including those open for online and telephone commerce.
Kiosks are excluded as well as cafés, bars, restaurants and other food and beverage businesses that offer delivery and take away services.
Furthermore, bakeries and confectioneries are exempt from the ban only for Easter Sunday.
The decree also recalls that all events or gatherings usually organised as part of Easter customs and traditions are banned until the end of April.
The same applies for events or gatherings inside or outside places of religious worship such as churches and mosques.

A comprehensive plan covering the first phase of restarting the economy will be submitted to the president next Tuesday, but no decision has yet been taken on which sectors of the economy this will involve and when lockdown measures will be relaxed.
This was clarified by deputy government spokesman Panayiotis Sentonas today after the Health Ministry’s scientific advisory team briefed President Nicos Anastasiades and the ministerial committee on the coronavirus outbreak in Cyprus.
With a downward trend in the number of new cases and hospital admissions, attention has shifted to when a lockdown which has paralysed the economy will be lifted.
Experts have indicated that early May could see some easing, but are still waiting for additional data, particularly after the Easter weekend.
According to Sentonas, during the meeting the scientific team had said they were satisfied with the results of the measures taken to contain the spread of coronavirus, with a steady decline in the number of positive cases.
They also referred to those sectors of the economy that could restart in the first phase, provided the epidemiological situation permits it but warned against complacency which risked destroying the gains made.
The team will present a comprehensive proposal on the first phase of restarting the economy and on easing the restrictions on movement to the president and the ministerial committee on Tuesday, April 28, he said.
A decision will be taken by the Council of Ministers the following day.
Sentonas stressed that no decision has been taken as to date of the relaxation of the measures nor on which sectors of the economy will be covered in the first phase.
And he said that the president and the government wanted once more to thank the public for their self-discipline and responsible attitude which has led to the positive results.

Road map to ending lockdown

The coronavirus outbreak in Cyprus will be at the focus of a meeting at the Presidential Palace where Health Ministry experts will exchange views with President Nicos Anastasiades and the ministerial committee on a road map to exit the lockdown.
Anastasiades, who yesterday held talks employers, trade unions and representatives of the construction and tourism industry, will tomorrow brief political party leaders on the economy and the government’s exit strategy.
The strategy is being drafted and is set to be approved by the Council of Ministers on April 29.
Health Minister Constantinos Ioannou told CyBC radio on Wednesday morning that the easing of the lockdown will be gradual and dependent on epidemiological data.
One key criterion is the transmission rate (Ro) — the number of new infections from a single case.
According to Phileleftheros, the advisory committee of experts has already considered the basics of the road map.
The start will come in the beginning of May with the ending of the night curfew and the increase in the number of times one can leave the house — from the current one to two or three.
Around mid-May some businesses where employees do not come into contact with members of the public or where this can be managed will open, with priority going to building sites followed by hairdressers salons.
Shops selling clothes, shoes and toys and other commercial centres are expected to open at the start of summer with a controlled number of clients and by mid-June, the faithful will be able to go to church, again with controlled numbers.
During the same period, authorities will consider reopening airports for flights to countries that have the same or a better track record on handling the Covid-19 outbreak than Cyprus.
Experts are expected to suggest the resumption of training for sports teams in mid May. Sports events are expected to resume in June but without fans.
Building sites should be the first to get work as will businesses with a small number of employees or that can operate with appointments such as hairdressers, barbers, beauticians and car sales.
Restaurants, cafes and other catering establishments will be part of phase two, again with restrictions while cinemas, theatres and malls will reopen at a later stage.

Lockdown exit draft is ready for Cabinet meeting on Tuesday
A draft made by Scientific Advisory Committee which contains 18 pages and step by step plan to de-escalate restrictive measures. The draft will be represented to President on Cabinet meeting after meeting decision is expected to be taken by the Council of Ministers on Wednesday.
In the draft, the Scientific Advisory Committee will determine the parameters that should be taken to de-escalate the restrictive measures.
The process will be based on the suggestions of the Scientific team and will be carried out in two phases. The first is placed on May 4 and the second on May 25.
Prior to the implementation of the measures to remove the restrictions that will be decided, an assessment of the epidemiological unit decision will be made to Advisory Committee, in its letter to the President, shall determine the criteria for the cessation or revision of the de-escalation roadmap, if the cases have not been declining.

President Nicos Anastasiades on Wednesday announced the blueprint for easing the lockdown including upping daily outings to three, civil servants returning to work while the construction sector and smaller shops can reopen and final-year students can return to class
He said if scientific data allows, all restrictions on movement would be lifted from May 21. The curfew, however, is still in place but now lasts from 10pm to 6am and the SMS system is still mandatory.
“The danger, I repeat, has not gone away. As scientists emphasise, the coronavirus will be with us for a long time to come,” the president warned.
In his speech, he took a more positive tone but stressed the importance of the public’s compliance with measures going forward.
“Any progress or danger of regression depends on everyone’s behaviour,” he said during a live TV address, adding that there was still some distance to cover.
“It is not by chance that we are wary of accepting a large number of requests from business representatives,” Anastasiades said.
He said some countries, especially in Europe, had eased restrictions recently and had witnessed a spike in cases and more deaths from Covid-19.
“Countries that have adopted the de-escalation of measures in order to achieve the resumption of the economy earlier, record a new escalation of the cases and a setback from the successful course they initially recorded,” he said.
Provided the epidemiological data allow, all movement restrictions will be lifted across the board and barbers and hairdressers will open later next month. Restaurants and cafes will also open under certain conditions, mainly that customers can only dine outdoors.
The president said the cabinet on Wednesday approved the first two phases of lifting restrictions starting May 4 and May 21, respectively.

Safety and Health in the Workplace
Relaxing the restrictive measures from Monday, May 4, is not an easy task. It hides many dangers, both individually and collectively.
We have issued detailed instructions that all employees should follow. Our joy at the reopening of a significant number of stores and other business places is accompanied by our strong concern about the increase in cases, as has happened in other countries, such as Germany.
Summary from Monday, the following hygiene measures will apply to businesses that will reopen:

Extended Diagnostics Tests
The program of the extended tests that we have done is part of the virus treatment strategy, which I mentioned at the beginning. To date, we have more than 55,000 registered laboratory tests, a number that ranks Cyprus among the top countries in Europe.
This method, in combination with strict tracking, proved to be particularly effective at the pan-European level and even received congratulations from the European Center for Disease Prevention and Control (ECDC).
