Best way to call back home !

I need to figure out the best and cheapest option.To call back home to the United States.My wife is Chinese.She said it was very expensive to use her cellphone and doesn't know what to do.Any ideas ? I think a Chinese cell phone might be best.But don't know which one works best .

If available in China...

Whatsapp is free mobile to mobile

Skype is very cheap, more so with a call plan and you can have a USA local number for people to call you

Google hangouts used to have free calls to most US landlines - maybe still do

Just called a Times Square hotel from Indonesia using Google Hangouts.

Free of charge. If Google services can be accessed from there, you're on a winner.
