Buy Home - Cinquefrondi

Hello,
I am a German/American currently residing in Romania.
It has come to my attention that the town of a Cinquefrondi is seeking investors to renovate homes and repopulate the town. I am interested in purchasing one of these homes.
I understand that I would need to contact the local mayors office to gain more information on how to proceed with the purchase. In order to contact them, I would need a PEC email address.
I have attempted to create a email, and paid $15 for it, but I have yet to gain access to the pec account.
When creating the pec email, it allowed me to enter my Romanian information to proceed with the checkout but after it was completed it asked for additional information (ID, Passport, etc.). I have sent both my German and American passport for verification; but one step before that and one step after the checkout it asked for my lace of birth, which auto field. I was unable to enter the correct data for that, but they took my payment already so I just entered Cinquefrondi and then after that is when it asked for my ID information. So with the mixed information, I’m pretty sure that I just lost the $15.....
Is there a reliable source where I can create a PEC account? Or does anyone have any information on how I may be able to purchase one of those homes?

Right, I kind of wrote it off as a lose already x).
I hired a lawyer to help me make a Italian email, also called the mayors office several times but it was always busy; never received a reply by email. Oh well.

Hi Maybe this will help, this is the email I received regarding the homes available. 

Good morning!

Thanks for your email. We are sorry for the belated answer but we have lots of requests. This is an automatic answer and we give answers to the most common questions. So please follow the instructions and we will be able to answer quickly. First of all, you need to know that we are a public institution and not a real estate company.

If you are interested in buying a house paying 1 euro, it’s important to know that these houses are not immediately habitable but they need renovation.

Here some information:

1. It is not important if you are not Italian, you can buy in any case the property;

2. You have to declare that you did not commit mafia crimes;

3. You have to fill and sign the application form

and send it to case1eurocinquefrondi@gmail.com specifying in the subject line “ACQUISTO CASE A 1 EURO”;

4. You will pay the property € 1 but you are obliged to pay all the costs concerning the renovation and the necessary legal documents. The restructuring works have to start within three months after the release of the construction permission and they have to be completed within three years;

5. You have to stipulate an insurance policy in favour of Comune of Cinquefrondi. It costs about € 100 and the maximum coverage is € 20.000;

6. The houses assignment will follow the chronological registration order. You can have a look at the pictures on our website:

Unfortunately, we aren’t able to give you information about residency permit or documents for foreigners. You must refer to Italian laws and discuss with the embassy or to a responsible person.



If you are a tourist and you want to spend holiday in Cinquefrondi, you will find a B&B where you can have a wonderful stay. The town rises at the base of Aspromonte hills, it’s crossed by a torrent and you can get to the two coasts in about 15 minutes. You can spend the day at the beach, on the mountains or visit the beautiful town.
