Car insurance for new arrivals without residency or a Maltese license.

Need a car but Just found out do get car insurance you need to be a Maltese resident and have a Maltese drivers license. Residency takes a month or two and it takes 185 days to get a Maltese driver licence. Don't want to wait that long. Is this true and any way around it? I.e. an international insurance company providing coverage for expats
