Serve MOE 3 year bond in oversea office, will I need SG workpass?

Hi,

I was a foreigner student in Singapore, under 3 year bond scheme for Undergraduate. I graduated in 2015 from NUS. After that I worked for a Singaporean start-up but in its oversea office, which was in Vietnam my home country and I have consistent record almost 5 years (so bond is done) working at that company till now.

My case is valid, it's in the list of company can be counted towards bond:

" Working overseas in a representative office overseas as a full-time employee of a Singapore entity
(i.e. you remain on the Singapore entity’s payroll or the operating cash flow of the overseas office
is funded from the Singapore entity)."

Currently I'm waiting for EP approval to work in different company in Singapore. MOM requested proof that the bond is cleared. Can anyone advise if a working oversea case like mine needed a work pass back then? I thought no because I did not work in Singapore physically. Any other proof needed besides Contract and Company profile statements?

You did not need a Singapore work pass to work for the Singapore employer in Vietnam.
But you should contact the bond-giving authority (is it MOE?) and get a statement saying that your bond was fulfilled. Otherwise MOM might not believe you.

I agree with beppi's answer. Your bond agreement was with MOE so you should get a bond completion certificate from MOE, and then submit to MOM. I think you should write an email to MOE.

I am also a MOE Bond holder. I remember there are conditions to fulfill the bond if you work oversea. Below is the extract from MOE TG Website:

c) Working full-time overseas due to secondment from a Singapore entity (i.e. you remain on the
Singapore entity’s payroll),

d) Working overseas as a full-time employee of an overseas subsidiary or a joint venture of a
Singapore entity which is more than 50% by the Singapore entity,
e) Working overseas in a representative office overseas as a full-time employee of a Singapore entity
(i.e. you remain on the Singapore entity’s payroll or the operating cash flow of the overseas office
is funded from the Singapore entity).


I suggest you get an employment certificate from the company and update MOE. They will be able to advise you better on this matter. :)
