How to Get Emigration Clearance Certificate (ECC) or Exit Clearance in the Philippines Go to the nearest Bureau of Immigration Office in your area and bring your requirements. Fill-out the application form and submit it along with the requirements. (the form is downloadable online) Wait for it to be checked and get your Order of Payment Slip (OPS).
I gotten ECC at both EDSA North and the Makati office. By far the quickest is Makati office!! If you have the form filled out and ready for processing and you arrive at 7:30am you can possibly pick it up between 3pm and 4pm same day! Otherwise return next day! If you have any kind of police record you will be required to resolve any issues before you leave! I would check with your Barangay office in person and ask if they have any derogatory complaints regarding you on record! if not you should expect your ECC will be no problem! If you owe any government agency money you must pay before they will issue ECC! Also remember that once you have paid ECC you don't have to pay airport exit fees! They are part of your ECC! Be sure to keep your ECC on you while traveling because in Singapore you may be asked for it at immigration! sometimes it happens but mostly not!

Is there any bro gone home during this period. Have to take covid19 swap test before taking flight at the manila airport? There are daily flight to Singapore by PAL in their website.
The sab test is my biggest fear! the swab test is 80% inaccurate according to scientists and is now illegal in Portugal for Covid with other countries investigating. So if you pay your flight and get all the documents but the test is negative you could forfeit all moneys paid for everything including the flight. Check with a good doctor first as the test has to be very recent.

MANILA, Philippines — Flag carrier Philippine Airlines (PAL) is offering passengers cheaper and faster COVID-19 testing, helping cut a crucial pain point experienced by flyers traveling during the pandemic.
PAL said customers departing from the Philippines will be allowed to use its own RT-PCR testing center in Manila.

From Dec. 1, PAL ticket holders will get a P500 discount from the regular testing rate of P4,500. Test results will also be released within 12 to 24 hours

I too need to get back by mid next year & hoping govt's do ease the current travel restrictions & make the procedures (swab test/ quarantine) a little clearer.
Another worry will be if I intend to return here after having settled stuff back at home base...I don't want to be stuck with a one-way ticket.

i just wanted to say my wife and i flew to singapore 3 times since i've been here, once with our little boy and we didnt do any of that,we bought ticket online went to airport and left, came back week or two later, got my BB stamped and that was it.
is this all new since covid ?

i used cheapoair once when i was visiting here for 21 days and when i got to the airport at 1A.M. they had NO TICKET FOR ME! (after traveling by motorcycle,supercat, taxi and plane to get to the manila airport on time)
i thought i was out the money and freaked out, the people at airport told me cheapoair frequently overbooks flights,it happens all the time! then they just 'bump' somebody off!
i had no funds available except what i spent on my ticket and some pocket change. i went upstairs in the airport and found 5-6 girls working in different offices it was very quiet being 1am they let me borrow a phone but i could not get a call out to my bank in the US on their lines, i ended up calling the embassy and a very helpful person there called cheapoair and patched me in on the call,they said they sent me an email explaining they overbooked and refunded my money -i never got any email- so then the embassy called my bank in the US and patched me in on that call, the bank confirmed they DID refund my money.
so now i needed to find a new flight same cost as first one or under at 2 A.M. !
the girls helped me and let me use a computer as well,after an hour or so we found a flight that left in the morning and i grabbed it and dragged my stuff to a cheap hotel 100 yards away and slept a bit (not much!) and returned to finally leave.
it was scary and i felt like i was stranded for a few stomach wrenching hours,i have NEVER used cheapo again. i never had an issue before or since with expedia or any other ticket purchased online.
ps- i had a connecting flight in the US that i missed because of that as well,but thats a whole other story.
Thanks bro. It will be a good playbook for people leaving phillipines now or later. Situation change daily! So bros, add new information as time passed. Maybe, hopefully, not so bureaucratic in year 2021 as covid19 under control. With new vaccines/tests.

i never had to go thru any of that when i took my BB trips before..
Those are the requirements for an ECC (Emigration Clearance Certificate) - required of foreigners (non-residents) when in country more than 6 months.

hmmm...i never did any of that when i took my BB trips..just got tickets online,went to airport and flew to singapore and came back after 1-2 weeks and that was it. new BB waiver.

I have worked and lived here for many years, though only twice went over the 6 month requirement for the ECC, my employer simply gave me 700 pesos to exit the country, paid duly on exit, no questions asked.
I am off to immi tomorrow to renew my 2 month extension and will ask the requirements for ECC in their office as well as the implications for simply rolling up at the airport and paying the 700 peso exit fee as I have accomplished in years gone by, perhaps things have changed but I will keep all posted to my findings after tomorrow.

I had to complete the ECC process in 2016 or 2017, after I had stayed in country more than 6 months. I do not remember the exact details, but as I recall it involved the ECC form, a couple photos, and it had to be completed a few days before leaving to ensure any delays would not result in a problem. I believe the purpose was to make sure I had not committed any crimes while in country.
Safest bet for any foreigner in country on a tourist visa extending past 6 months is to ask about the requirement and complete if necessary. No real need for further discussion here.

Keep in mind, you have to have clearance from the NBI. Before the pandemic you could walk in a few days before your departure. Now you need an appointment and that will take several week.

Yet again the only soul in my local immi office but still the 1,000 peso express lane fee,,,,, it is what it is.
New in my immi office is the following, plastered on one of the windows in large bold letters.

I asked about this and was advised by the always lovely lady,,,,,, Next time sir, come in earlier.
The ECC apparently cannot be done at the airport now according to my local office and reads as follows:
Emigration Clearance Certificate (ECC)
For foreigners under TOURIST VISA who have stayed in the Philippines for more than 6 MONTHS
Requirements:
1. Application form
2. Passport
3. Tourist ACR 1-card
4. Plane ticket
5. Three (3) pcs. 2" x 2" pictures (if minor, also provide 2 pcs. 2" x 2" picture of parent)
End.
So no mention of NBI clearance. Perhaps why application is required 72 hours prior to departure, in house?
Only what I gleaned today but wonder the other requirements on the application form that I foolishly forgot to ask for to get all details.

I am in a weird situation in that I cannot travel to BI for my Exit Clearance ahead of my flight without a quarantine, unless I spend several days in Tacloban.
I tried to call BI for clarification, but the calls did not connect.

It does not matter what institution you are dealing with, BI, LTO, bank, barangay etc, always ask for FULL disclosure, it is surprising how many "forgotten" things come out.

Unrelated but my 2 cents USD worth (.96 of one peso).
I attempted to get BI clearance (for ACR) at a branch at a Manila Mall. Big sign: Foreigners need to go to the main BI office, which required an appointment weeks away. *YMMV

my wife called that new number and its good, she spoke to them and was told in jan. i will be allowed to 'walk-in' at the office as in the past to renew my visa and i would not be fined for being late. was told to bring an affidavit stating the reason (covid lockdown )and no fines would be imposed. they estimated i would need to pay 18,000 peso to take me from last may to may 2021.
i will apply for 13a when i go, as the BB trips and more work now and i dont want to continue vacations every 3 years as in the past.
