Was wondering if you could please offer some advice. My parents own property (to which is their holiday home & don’t rent out, therefore no income made), they have travelled back & forth, spending no more than 60 days at one time over in Cyprus to carry out essential maintenances on their property.
As they are now reaching retirement age, they may wish to spend more time over in Cyprus..

With all these points in mind ( length of ownership & essential maintenance), are they eligible for some sort of citizenship?

Not citizenship as thats far more involved now and much harder since the passports for sale debacle .... but they can certainly apply for MEU1/MUK1residency and after 5 years of that residency they can then apply for MEU3/MUK3 permanent residency....  just be aware that doing so may impact on healthcare entitlement in UK and here ....so do some research

It is a requirement when staying here for more than 90 days to apply for residency.. at the moment as Non-EU brits they will be subject to a maximum stay of 90 days in any180 days period thus 90 days stay then they must leave and be out of cyprus for a further 90 days before they can come back   for another max stay of 90 days - no permits required

This of course may change depending on reciprocal arrangements yet to be agreed between Cyprus and UK

It may be possible in the future (as other EU states are reported to be looking at this option)  for homeowners who wish to stay longer to pay for a long stay visa at €300 per year per person

Toon thank you so much for your reply ( it was very helpful), don’t suppose you know how they go about applying do you ??

you go to immigration dept and make an appointment armed with your valid passports They will give you a date and time and a ticked list of documents you are required to provide e.g marriage cert, birth certs, evidence of property, and income savings etc plus your healthcare provision (not ehic or ghic) of course as a resident and if they are state pensioned and apply for their Form S1 from the DWP they can join the Cyprus NHS (GESY).....
