Hi guys,
Hope you are all doing well.
I have 2 citizenships - my first one is Azerbaijan citizenship, second one - US ( got it after naturalization).
Once I got US citizenship, i started to have difficulties in my first country (Azerbaijan) - by Azerbaijan law it is prohibited to have second citizenship.
I plan to get Paraguay permanent residence to "hide" my US citizenship. Can anyone answer my questions ?
1) After getting CEDULA card ( based on my Azerbaijan passport) can I enter Paraguay with my Azerbaijan passport + CEDULa and leave Paraguay with a US passport ? ( If yes - please give a link to the information )
2) Can I travel inside MERCOSUR having a CEDULA card only ? ( not showing passports to avoid stamps in them)

Answers:
1- Technically you must not enter To Paraguay with your country passport and then came out with the US passport.
2-Yes, with your paraguayan Document you can travel within the Mercosur countries Argentina, Brasil, Uruguay without passport.

I found info that citizens can travel with cedula only, but nothing about PRs ...

BRIEF:
1. The applicant must collect and validate the necessary documents and send the scanned copies or the originals to the immigration lawyer
2. The applicant travels to Paraguay:
Medical exam
Interpol and other due diligence processes by the police
Opens bank account for the deposit
Affidavit
Submission of the application at the Immigration Directorate
3. The Immigration Directorate issues the permanent residence permit card in 90 days. The card is valid for ten years.
The immigration lawyer can pick up the residence permit with a Power of Attorney and can send it to the resident with a courier.
The deposit (app 4200 EUR or 4,600 USD) can be transferred or withdrawn from the National Bank.
4. The permanent resident must travel to Paraguay to apply for the ID card.
2) How much money do I need to pay to Paraguay state for applying PR status?
Only the procedure itself cost about 250 usd (withoth considering the lawyer budget),
but i extremely recommend to hire a immigration lawyer.
3) How much money do I need to pay for lawyer service ?
it depends on the lawyer prestige, i recommend try to hire the better more prestigious.
4) is there a company who take care of all process from A to Z ?

You dont have to stay in Paraguay during the proccess of aquiring the PR or for a determinated amount of days.
For Example: You can come to Paraguay to start the proccess and return to USA or stay here if you prefer. You will not be forced to stay here while your PR is prepared and aproved.

Carlos, I have read/heard that you have to visit PY at least once in 3 years or you can lose residency. In practical terms, how often is this enforced? What happens if you do lose residency due to this? Is it easy to be reinstated or do you have to go through the whole process again? What is the cost of reinstatement?
Also, can a paraguay permanent resident with valid cedula travel to PY on a passport that expires shortly after he enters PY? For example, he or she enters PY on December 1st with a valid passport, but the NON paraguayan passport expires on December 10th. He or she stays until December 31st in PY. Does that make sense?
