Does the husband have a theoretical residence in Bulgaria, and/or a Residence Permit with a Bulgarian address - regardless of whether he actually still lives there?

If he does, the woman can start divorce proceedings and the papers will be sent to the husband's registered address; it makes no difference to the court if he doesn't receive them or reply to them. The divorce will proceed if he doesn't show grounds why it shouldn't.
