Changing the EWA Account to another Person

I want to alter my EWA Account for my buddy who is staying with me in Bahrain because I intend to leave Bahrain by the end of the month. The lease for the apartment will be made to under him. I would like to know the steps and documentation needed to make it happen without the flat's power being cut off or interrupted.
