Worker's comp, injury at work laws

Can anyone share information about worker's comp laws here in Vietnam? My friend hurt himself on some stairs at work due to the cleaner's negligence, but he isn't insured. The hospital employee said that it's the law for the company to pay the bills since it happened at work. Thanks for any information!

Suggestion: Your friend is not insured, because he has worked illegal. By law, each employer must pay some kind of  insurance (covering unemployment/medial) for each employee. (its not really that much).
... and this is the point, where your friend is about to fire himself, if he wants to force some compensation.

the oly option I see, is trying to make a deal. All others is very likely to fail

Does he have any insurance? If he just has state insurance-650 000đ/year=> useless. In this case, it depends on mercy of the owner of the company.

The meaning of this sentence is not like this. If the company bought insurance for its employees and there is incident happened, the insurance company will pay for the company first and then the company will pay for the hospital. But for small issue. It is not true that that company pays for the bills. Sometimes employees have to pay for hospital fee first and apply the Red receipt to HR department, it depends on their luck if some money can be returned. Many company abstracts employees' salary every months for insurance but employees do not have any insurance so they will not be paid for anything from the state insurance.
