KL is 44% more expensive that New Dehli according to Expatistan.

There are lots of previous posts about COL if you take a look at that particular section. It is hard to answer because there are so many variables. For example where you live, how much you need to pay for accommodation that is large enough in a convenient area, do you need a car (probably). But the above should answer a lot of questions.

Here are the approximate tax steps on annual salary:
                 2015
0-5,000                    0%
5,000-10,000           1%      RM50
10,001-20,000         1%     +RM50
20,001-35,000         5%     +RM750
35,001-50,000       10%     +RM1,500
50,001-70,000        16%    +RM3,200
70,001-100,000      21%    +RM6,300
100,001-250,000    24%    +RM36,000
250,001-400,000    24.5% +RM36,750
Exceeding 400 000  25%

If you send kids to the giis you might as well sell them to the poor house as chimney sweeps (read dickens).

If you value education go for a mid range school that will set you back 80k a year for both.

After taxes school fees etc you can live. 2k rm max savings a month with real "watching the pennies" approach and no luxeries.
