Along with what Priscilla has mentioned a good place to start is the government site UDI.NO.  They explain the process and requirements.  If you have more questions, I'm sure we can help answer after you start there.

Is it too hard for a Mexican doctor to work in his career in Norway? My husband is a pediatric pathologist and we where wondering if there was a test or tests that he might take to be able to work there in his field.
