get permission from saudi ministry of interior or inquire from embassy itself from riyadh.
sometimes you need to wait 1 year to 10 year waiting for permission if you dont have enough money. you know what i mean. but with prayers and if it is Allah will you will have it soon without difficulty.

I guess her brother doesn't have actual (WAKALA) from her father for marriage. I meant it's impossible to do this while her father still on a life. Maybe the (WAKALA) is for father's business, rather for marriage. Please be careful to have future challenges. GOOD LUCK BROTHER.
