How to get remove blacklisted eligibility number of saudi prometri

I applied for saudi prometric exam last year..with file submitted to my institution..but they show negligence to follow it..so that i did not came to know that my eligibility is issued.when i came to know , it expired already..and my 2 chances for writing exam was expired already and when i try to reapply for the 3rd and last chance they informed me my eligibility number was blacklisted.how can i remove my eligibility number from black list?? And i want to attend exam within 3 months...i am non_ saudi..and head office of saudi commission for health speciality in Riyadh..so it is not possible for me to go direct.is there is any online way to get move out from black list?
