Travel restrictions from Manila to other destinations in Philippines.

From what I have read all travel within the Philippines by land sea and air is banned from March 15. I have a friend who lives in the Philippines who has been visiting Australia and is due to return to Philippines on April 7th and although his airline has not contacted him he is worried that when he arrives in Manila he will not be able to travel on to Cagayan De Oro. Meanwhile I have checked both Cebu Pacific and Philippines Airlines website and they are still offering flights for sale to and from Manila after the March 15. Does anyone really know what is going on????

He will have to pass through Cebu city or Clarck because his final destination will be in the province. If he was staying in Metro Manila he would pass through NAIA. But it can change everyday !

I had booked a Cebu Pacific Promo flight back in Dec'2019 for my flight back to Singapore on 19th March (Surigao-Cebu-Singapore).
They sent me an email just yesterday (03/12) that all flight details were still confirmed & *no changes.
They infact also offered me a *free cancellation/re-booking if I was to cancel my flight due to current covid 19 breakout!
But i'm not too sure if I want to risk it!

as of march 15th you cannot fly into Manila from anywhere in the Phil's!! Nor can you fly out of Manila to any place in the Philippines! I have a ticket to fly to States on march 26th and tried to get full itinerary and official receipt but was told i couldn't get it and that i have to call the Special Team for International travel and they will help me with my questions also when you buy your ticket you cannot do eTicket you have to get boarding pass at check in counter! hope this helps

Received an email fm CP informing me that my flight to Cebu has been cancelled...nothing much more I can do to get back home!

From the Australian Government Smart Traveler:

"You should carry evidence of your purpose for travelling around Metro Manila. International flights are still operating, however entry is banned for travel from any country that has reported cases of local transmission of COVID-19, except for Filipinos, their dependants and permanent residents. There will be no domestic or connecting flights to and from Metro Manila."

In effect only Australian's with dependants and permanent residents are allowed to enter the Philippines.

I was fortunate, I flew into Manila on the 14th, cleared immi and customs by 5pm, went to the hotel where Ben was waiting. we had booked 2 nights in this hotel but the manager suggested we get out of Manila and gave us a voucher for another nights stay when ever we wanted it as we have been using that hotel for 8 years, good surprise.

We left Manila at 9pm and got home 230am. No evidence of road closures or preparations for such, traffic north bound was normal but southbound was mayhem. Every one trying to get back to Manila.
5pm yesterday (24 hours after I arrived) Capitan Renee called Ben and asked that now i was back could we please self quarantine for 2 weeks, yes sir that's what we are doing, thanks for your call.

So immi contacted our municipal hall who contacted our Barangay Capitan. Shows that the government is taking this seriously. Well done.

Cebu is now doing 14 day mandatory quarantines for all inbound passengers to Mactan Intl.

CEBU CITY, Philippines — The Cebu provincial government’s 14-day mandatory quarantine now excuses no one.

Starting Tuesday, March 17, 2020, all passengers arriving at the Mactan Cebu International Airport via any international flight shall be required to undergo quarantine as a measure against the spread of the Coronavirus Disease 2019 (COVID-19).

Governor Gwendolyn Garcia announced this development through an executive order that she issued late Sunday evening, March 15.

“There continues to be a clear and present danger presented by the COVID-19 that warrants an immediate need for the implementation of stricter measures to prevent its entry into Cebu while establishing protocols for the quarantine of all persons coming from any foreign country,” Garcia said in her Executive Order no. 5-J.

Based on Garcia’s EO, Filipinos arriving from foreign countries shall be placed under home quarantine while foreigners shall undergo mandatory quarantine at designated quarantine facilities “at their own expense

IMPORTANT UPDATES on AVIATION PROTOCOLS are hereby announced:

🔵The 72-hour window for international flights has been lifted. All persons, regardless of nationality, except for Filipino tourists, may now fly out of the country at any time.

🔵Inbound international passengers are allowed entry, subject to strict immigration and quarantine protocols.

🔵For passengers from Italy and Iran, it was agreed that the medical certificates of good health required should be validated by their respective embassies.

🔵Sweeper flights for foreign nationals to bring them to airports will be allowed to continue operations.

🔵Only one (1) person is allowed to bring a passenger to the airport and he/she must depart immediately after dropping off said person. The driver should carry with him/her a copy of the airline ticket of the passenger as proof of conveyance.

Does this mean that foreigners can travel to Manila from other airports to get a flight out of Philippines and does it mean that foreigners can travel onward to other destinations in the Philippines after landing in Manila?

Where did you get this info! I was turned away from Makati BOI this morning said that all flights cancelled so i am confused! But was turned away by guard of the building not actual BOI! So now am wondering if he overstepped his authority

I am confused now...currently all surigao flights to cebu have been cancelled w.e.f : 19th March.
I tried to re-book it on another day (within the 30 day grace period) but that too did not reflect any flights out/in to Surigao.
So I just had to cancel/full refund for my flight bk home!

It appears you need to take a flight which makes its first landing out of the islands.  There are international flights from Clark and Manila.  Getting to Luzon could be a problem for most folks.

The informations of Munchie are correct. There are still flights outbound for foreigners who would like to leave PH. But to reach NAIA you need to be in a private car. No taxis, no buses, no GRAB etc. The guard had the wrong info. The problem is that there are less and less flights now.
