Your work permit will expire in Dec 2022, and so will your visa? 

1- If for any reason your work permit is cancelled and you must change your visa or renew it, you must have proof of residency.  Immigration has the right to ask that such proof started from the date of your entry.

2- If you're to be vaccinated, the registration requires proof that you belong to that locality.

3- Aside from that, decree 167/2013/ND-CP indicates that penalties for individuals or organizations that fail to declare temporary residency for foreigners, as well as foreigners who fail to declare their own temporary residency is 500k to 2M for each person.

In addition, depending on the seriousness of the violation, the penalty of expulsion from the country may be applied.

This requirement is not reserved just for foreigners; the locals also must register every time they move from one place to another.

You can do that during lockdown.  You're allowed to go from your home to UBND for official business.  Don't wait.

If for some reason the local authority visit your apartment or the building where your apartment is located (a suspicious Covid case, for instance), the first thing they'll ask is a proof that you reside there.
