Free rapid tests will be abolished by August 1, the Council of Ministers decided on Friday, also presenting a range of incentives in a bid to boost vaccine take-up, particularly among the young.

The above decision excludes minors aged 12-15 and persons aged 16 and over with serious health problems who are not entitled to be vaccinated.


Following a meeting that lasted over two hours, newly appointed health minister Michalis Hadjipantelas announced the Cabinet’s decisions, which comprise five pillars:

The first pillar is a range of incentives to boost vaccine take-up, some of which have been on the table since earlier this week.

As expected, a five-day leave will be granted to soldiers who got their jab or have an appointment between July 15 and August 31.

In addition, vaccinated members of the public will be eligible for a holiday allowance if they get vaccinated between July 15 and August 31, with more details coming from the deputy ministry of tourism next week.

Employees in the public and private sector will be entitled to have a day off from work for vaccination, for both doses. The same will apply for parents and guardians accompanying their underage children to their vaccinations.

The minister said the cabinet had studied during the meeting, the epidemiological data and the evolution of the vaccination plan and decisions were taken aimed at the further promotion of the vaccination programme.

More incentives might be coming for those between 18 and 30 but they will be announced after the Cabinet’s next meeting, he added.

“Our pursuit remains the protection of public health and the ensuring the proper functioning of the economy and society,” he said.

“We address mainly our young people and we call on them to consider the magnitude of their responsibility. To protect themselves primarily. And then, their family members, their parents, grandparents, our whole society in general,” he added.

Aside from incentives, the Cabinet deemed necessary the tightening of measures in crowded spots and high-risk areas which have been proven instrumental in spreading the virus.

From July 9, a SafePass will be necessary for both indoor and outdoor spaces where more than 20 people at a time gather (such as workplaces, bars, nightclubs, weddings, graduation parties, birthdays etc). If there is no SafePass then a PCR test dating 72 hours prior will be accepted instead. #

As regards football matches, stadiums will be allowed to operate at 50 per cent capacity between July 9 and 20.

Attendees must either have received at least one dose of the vaccine three weeks prior, or have a 72hr old PCR test, or proof they were infected with Covid in the past six months.

Capacity for stadiums, but also cinemas and theatres, will increase to 75 per cent from July 21.

The minister added that from August 1, Cypriots and legal residents of the Republic flying from abroad must follow the protocols applying to all passengers unless they have received at least one dose of the vaccine.

Until now, all Cypriots and legal residents were entitled to a PCR test on arrival, but this will only be available to vaccinated people, and those who can prove they recently recovered from the virus.

This means that those arriving from Orange or Red category countries must present a negative PCR test from the country they are travelling from, dating back 72 hours at most.

All of the above will be supplemented with a more intensive campaign in support of vaccinations, and stricter checks for measure compliance.

In the meantime, a decree by the health minister issued on Wednesday extended the existing measures until midnight July 5.

Thanks for this Toon, very useful, so I am just seeking some clarification, I have a visitor arriving in Cyprus from Ireland (orange zone EU country) on 26th July. He is a Cypriot citizen who lives and works in Ireland. He is fully vaccinated with the Moderna vaccine.

Having scanned through all the rules, I believed that he wouldn't require a negative PCR test within 72 hours of landing as he was vaccinated, and he will be in possession of an EU travel vaccine passport, I thought that all he needed was his Cyprus Flight pass certificate, however according to the rules he could be randomly selected for a PCR test at the airport in Cyprus.

So I'm just wondering if this is still the case, or am I reading it all wrong.

"Passengers from red category countries are required to undergo a PCR test within 72 hours prior to departure and undergo another PCR test upon arrival in Cyprus. They must remain in self isolation until the result is issued. The cost of the test is covered by the passengers.

Cypriot citizens, their spouses and children, people residing permanently in the Republic, and people allowed to enter the country based on the Vienna Convention may get tested upon arrival at Larnaca and Paphos airports. These people need to self-isolate for 72 hours and then take a second PCR test.

If their test result is negative, they must send the results to monada@mphs.moh.gov.cy to be discharged from self-isolation.

Passengers from grey category countries (that are not in red, orange or green) must get special permission to arrive in Cyprus.

The ministry reiterated that all passengers need to file an application to CyprusFlightPass before their flight to Cyprus. The document could be used as a substitute to the national SafePass allowing tourists to visit indoor crowded venues such as shopping malls, restaurants and cafés among others.

Meanwhile, people, regardless of nationality, holding a valid vaccination certificate concerning the acceptable vaccines will be exempt from presenting a negative PCR test or self-isolation.

The acceptable vaccines include Pfizer / BioNTech, AstraZeneca, Moderna, Janssen, Sputnik V and Sinopharm.

In the case of two-dose vaccines the person should have been vaccinated with both doses, while in the case of the Janssen vaccine (single-dose vaccine) 14 days should have elapsed between the vaccine dose and the travel date. Thanks Toon, yes I see once you are fully vaccinated there is no requirement for a PCR Test.

Also I came across this website https://reopen.europa.eu/en , which is an interactive site which outlines all the rules for travelling to and from EU countries. Its a useful tool to have for anyone considering travel in these confusing times.

some locals are now saying (at least in paphos) they will refuse to show their safepass vacc card if asked by a venue.. some bars etc are all saying they will not ask or enforce it..

I personally always carry it  and will present it if asked  - i dont want a €300 fine....

Some are saying it’s private medical data ... I don’t agree.... I think it’s essential for venues to prove they’re safe and can stay open it only takes one untested unvaccinated chancer to infect a whole venue and more

You do realise that the Safepass is no indicator of whether you have COVID, or not? The vaccine neither stops you getting the virus, nor stops you transmitting it. This is not a solution, and not the beginning of a solution.

Yes I do know and I also realize it’s not the answer it will take time and a lot of research and hard work to get to that

But full vaccination makes catching it substantially less likely and hence also decreases the possibility of  spreading it

ArmouKid Neither is ignoring what is available to protect you, neither are rapid tests, neither is letting travellers on aircraft without a PCR RT test just because theyre residents or Nationals of the destination country..

On a personal note as is my choice I will continue to protect myself and others I come in to contact with (we usually maintain our "bubble of friends") by sanitizing, wearing a mask and avoiding places where I do not feel safe due to venues ignoring protocols and not enforcing them to ensure the safety of themselves their staff and their customers .. thus risking fines for themselves their staff and their customers, business fines are much higher (€1000 plus and repeated offences they rise rapidly ) than customer and employee fines (€300)

There has been many a complaint about venues losing revenue and many closing probably to never open again due to the pandemic and I do sympathise with them for all that has happened to them over the last 16 months  .. but they now have the opportunity to maintain their revenue streams and custom with simple and effective measures to keep themselves open and trading ..Yes I know its probably not as simple as that but hey we have to start somewhere

The Vacc card (safe pass) only shows name, phone number ID number,  where and when you had the vacc(s) administered the type & batch,  Those who state its medical data give more data away using social media every single day of their lives without a second thought..... ????

If a venue doesnt ask for it it puts both the customer and the venue in position that they really wouldnt want to be in...

For example lets assume a covid inspector, policeman, welfare/labour officer calls and checks to see if patrons have been asked what are they meant to say....  No they didnt but I have it , No but I showed it anyway, Yes they did but later find out they didnt, what if they ask when did they ask? on entry on sitting down on serving you... and then find that a customer hasnt got it and hasnt been vacced or hasnt got a valid test or cant prove theyve already had covid = the venue gets closed down and everyone in there could be subject to personal testing contact tracing and restrictions.

I dont know what the ideal answer is and I do realise and also recognise the claims of discrimination and also of the potential for a means of forcing people to take a vaccine that some see as untested and being used as guinea pigs.. I cant make those decisions for people i made mine and am happy with it.... Others need to make their own decisions and live with the consequences of them just as I have and will continue to do. 

With that I will say good luck to everyone, but above all else stay calm stay safe stay healthy.
