I looking to see where do the expat stay I working on a budget of 1000. I need shelter food clothing transportation and health cost

Welcome to the forums.  Do we assume your budget is for 1 person?

Your budget would work but you will need to stay away from tourist areas.  $1,000 is not a great budget here. 

What area are you thinking to live? That makes a huge difference.

November to April means you need tourist style accomodations.  A place will need furniture and services.  Renting 6 months a year is not going to be inexpensive. 

1,000 a month is going to be difficult for one and likely not possible for two.

So Santo Domingo is a city of between 5 and 6 million people.  I can't say if there is transportation nearby or expats!

Santiago is second largest city.  Until you start choosing specific areas no one can say!

In Santo Domingo areas where expats stay are not likely to be in your budget.  No idea about Santiago.

With that budget, AirBnB is likely not the best place to be looking. Most rentals there are shorter-term and are priced as such. In addition to the actual rent, you'll also be paying a fee to AirBnB.

I just did a quick search on AirBnB and there are some options, but whether or not there are expats nearby or transportation, I have no idea.

If you start reading through the threads here, you will hear many of us say that boots on the ground is the only way to find something that will work for you long term. My suggestion is to do some research, choose potential areas, find an AirBnB or hotel to land for at least the first week or two while you explore.

Frankly a budget of 1000usd is unrealistic for a newbie single western expat living in an area with an expat community.

For a lengthy stay residency is/will be required and the minimum threshold for a person on a pension is 1500usd.

That is the the 'de facto' minimum 'investment' DR now accepts to live here. A few long term expats may be able to live on less but the majority would fail dismally.

Do you speak Spanish fluently? That would be a minimum requirement to live in a very modest barrio in Santo Domingo or Santiago. If not you will get overcharged for everything.

DR is not cheap for an unsuspecting new expat, especially the cities and tourist zones.

All depends on the combinations you want if you want a average housing with used furniture you're looking anywhere from $400 to 600 for a one-bedroom with everything included. Then I know if your mana for 3 months is $60 and food and all depends on where he shop you buy your produce and meats from a local store just save a lot and then by the rest of the stuff at a supermarket. So it's possible but it doesn't give you much wiggle room

On that kind of budget you would need to learn spanish, live en el barrio (Los Minas) and hustle like undocumented.  Doable?  Yes.  Nice?  No.
