NHR application help

Hello everyone,

Just finished my SEF appointment for the resident card and would like to apply for the NHR status. My lawyer is asking for a lot of money to do it and I an not comfortable doing it myself.
I am also looking for a trusted accountant who might know Canadian taxation as well.

Any help would be appreciated!

I did my NHR with the help of BDO, who have a big office in Lisbon. They also have consultants that speak English. Any other of the big consultancies in this field (EY, Deloitte, ...) can definitely help as well.

I saw the name of this office before but could not find any info on who works there.  I will give her a call to discuss.

Question: I am trying to arrange the NHR status in the system now, but I got an error message saying "Não se pode colocar a si próprio como mandatário." - could this be caused by the fact that I already cancelled my fiscal representation?

If so, do I need to re-apply for fiscal representation?

In the form field " mandatário/representante fiscal" you should leave this field blank, if you no longer have a fiscal representative.


If you still get an error, I suggest you go to a tax office.

Thanks, tried it and indeed I get another message that it's not possible, so I'll go to Finanças tomorrow.

Just a word of advice....from someone who learned the hardway...

If you do end up using an accountant to complete your NHR process rather than doing it yourself - make sure you ask how much it will cost beforehand...I got a bill for 400 Euros !

Well, the Finanças office in Cascais doesn't allow visitors for this specific purpose. They have four options to choose from and even for NIF matters, people aren't welcome anymore. All has to be done online. So indeed I might need to contact a specialist and pay them hundreds of euros.


My issue is that we are not registered as residents according to Finanças while both NIF and Certificate from the Loja da Cidadão clearly state our residency.

Yes, because of the pandemic those public services were very lucky. Almost everything is done online or by appointment...


The NHR request should only be made after you have obtained your resident registration in Portugal.


If you already have the tax identification number (NIF) but still remain registered as a non-resident - that is, you have a tax representative registered at the Tax Office - you must first arrange to change your address and your resident status.

Step 1. Update your address on the Finanças website

Everything is done online on the finance portal. You have to make that request at the e-balcão (e-counter).

You must upload here your document proving your residence in Portugal. This can be a residence certificate issued by your local council (if you are an EU citizen), or a residence permit (if you have a visa).

This will take a few days to be completed.

Step 2. Change your resident status: How to become a tax resident in Portugal

After step 1 completed, you will need to change your resident status.


Everything is done online on the finance portal by filling in this form:

Select certidão = residência fiscal


This tax residence certificate issued through the Portal das Finanças is the only document that certifies your tax residence in Portugal for you to be able to make the activation of the Convention to Avoid Double Taxation (CDT). If you don't do this, you can pay tax in 2 countries.


You must then attach this document to the duly completed form from the tax authority of your country (where you are currently tax resident) and send it to that entity. That entity will be the equivalent to AT Finanças in Portugal.

Thanks Johnny, I think the problem is that while I got the NIF documents updated, I didn't sign and send them back. So is it possible that if you received an updated NIF document with correct address, but never signed it, it is considered invalid?

I also still need to upload the tenancy contract, so that's another one on my to do list. For the children I needed to send a birth certificate as well as per request from Finanças (already took care of this).

Your tenancy contract is uploaded to the Finanças portal by your landlord and not by you as a tenant. Are you not receiving your monthly electronic payment receipts ? You can check them here:

Regarding the NIF, I don't understand what you mean by the signed document. When changing tax address, the AT sends a letter with a code for the new address. This code must be input by you on the portal. There are no signatures involved. You can check your current tax address here:
