Can I join the (public) Portuguese Health Care system?

I will be moving to Portugal in Q3 2023 to retire. I will be unable to supply an S1 form as I move to Portugal from outside the EU (Swiss passport). Can I join the (public) Portuguese Health Care system or only if I work?

as far as I am aware but I could be wrong the S1 form is only for UK citizens who have reached state pension age (66).

you don't say if you were born in the UK if not then I don’t think you can apply for the S1 form.
